DETERMINATION OF NON -SIGNIFICANCE <br />SEPA t80-87 <br />This Determination of Non -Significance shall expire one year' from <br />the date it becomes final unless a completed building permit <br />application has been submitted within that time. A request for a <br />one-year extension of this Determination of Non -Significance may be <br />trade to the Planning Director prior to the expiration date. <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Building and <br />Public Works permits to allow the construction of a 4,800 square foot building <br />for automotive service (City Radiator Service, Inc.). Up to 240 cubic yards <br />of earth would be filled or graded on -site. <br />PROPONENT: Dennis Irving <br />2121 Pacific Ave. <br />Everett, WA 98201 <br />LOCATION OF .ROPOSAL: Northwest corner of 2nd Ave. S.E. and Everett Mall Way <br />Lead Agency: City of Everett Planning Dept. <br />Contact Person: Mary Cunningham Phone: 259-8731 <br />Mitigation Measures: <br />The environmental impacts of this proposal are documented in the Environmental <br />Checklist and other information on file with the City. The listed <br />requirements are placed in response to our review of this information: <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />1. Any grading/fill of this site shall be done so as to not impact <br />adjacent properties. (SEPA Earth Policies) <br />e 2. Screening of all outdoor refuse disposal areas must be provided so that <br />dumpsters are not visible from adjaceant properties or public <br />right-of-way. (SEPA Aesthetics Policies) <br />3. Either a landscape strip a minimum of 5 feet wide with sufficent <br />evergreen plantings at least 3 feet in height to form a sight obscuring <br />barrier OR a fence a minimum of 42" high must be provided along the <br />west property boundary adjacent to the parking stalls an: driveway. <br />(SEPA Aesthetics and Light and Glare Policies) <br />-1- <br />
