10. A landscape strip a minimum of 5 feet wide must be provided along the <br />entire Everett Mall Way and 2rd Ave. frontages, except for driveways in <br />compliance with Section 19.40.050 of the Zoning Code and Section 1.13 <br />of the Standards and Specifications Manual. Plantings must consist of <br />a minimum of 6 evergreen trees or shrubs for each 20 fact in length. <br />Plantings must be a mimimum of 3 feet in height at time of planting or <br />if a berm a minimum of 1 foot in height is provided, landscaping height <br />can be reduced to 2 feet. In addition, a minimum of 75% of the <br />planting area must be planted in groundcover. Exception: <br />heights the <br />he <br />intersection of Everett Mall Way and 2nd Ave., plant6 may <br />reduced to 18" in order to provide adequate sight distance if required <br />by the City�s Traffic Engineer. (SEPA Aesthetics and Light and Clare <br />Policies) <br />The lead agency for this proposal has determined that it does not have a <br />probable significant adverse impact on the environment. An Environmental <br />Impact Statement is not required under RCW 43.21C.030(2)(c). This <br />determination assumes compliance with state law and City ordinances related to <br />general environmental protection including but not limited to right—of—way <br />improvement requirements, drainage, etc. This decision was made after review <br />of a completed environmental checklist and other information on file with the <br />lead agency. This information is available to the public on request.
