410. Permits must oe obtained from the City of Everett Fire Department for <br />installation of the underground tanks and for the storage an,; <br />dispensing of Class I liquids. (SEPA Risk of Upset Policies) <br />a11. A fire extinguisher a minimum size of 2A-20BC must be located within 75 <br />feet of the pumps. An extinguisher located inside the building would <br />be in excess of this requirement and would not be acceptable. (SEPA <br />Risk of Upset rolicies) <br />012. An emergency pump shutoff must be located a minimum of 15 feet and a <br />maximum of 75 feet from the pumps. This must have a clearly labeled <br />switch and should be outside the building. (SEPA Risk of Upset <br />Policies) <br />•13. The City has adopted a pre-treatment program that contains standards <br />for discharge to the City's Sewer System. Detailed plans for the <br />proposed facilities must be reviewed to insure that the City's drainage <br />standards are met. No discharge from the car wash shall be permitted <br />to the City's surface water drainage system. The carwash is required <br />to have an approved back flow prevention device and plans must be <br />reviewed and approved by the City to prevent cross connections. (SEPA <br />Water and Utilities Policies) <br />*14. The site plan submitted shows legal descriptions for 4 separate <br />parcels. City Subdivision Ordinances require that if there is a lease <br />of land, a Binding Site Plan or Subdivision must be completed. If a <br />lease of land is to occur, a Binding Site Plan must be completed prior <br />to the issuance of any permits. (SEPA Other Policies) <br />The lead agency for this proposal has determined that it does not have a <br />probable significant adverse impact on the environment. An Environmental <br />Impact Statement is not required under RCW 43.21C.030(2)(c). This <br />determination assumes compliance with state law and City ordinances related to <br />general environmental protection including but not limited to right-of-way <br />improvement requirements, drainage, etc. This decision was made after review <br />of a completed environmental checklist and other information on file with the <br />lead agency. This information is available to the public on request. This <br />Determination of Non -Significance is specifically conditioned on compliance <br />with the conditions attached hereto which are incorporated by reference as if <br />fully set forth herein. <br />This DNS is issued under 197-11-340(2); the lead agency will not act on this <br />proposal for 15 days from the date below.
