A landscape strip a minimum oP 5 feet wide must be provided along the <br />entire east property line as shocm on the site plan dated 3/2T/86. <br />This landscaping should be evergreens and provid� a sereen a minimu� of <br />3 feet high. The intent of this landscaping is to shield car lights <br />and provide separation from adjacent properties. A detailed <br />landseaping plan must be submitted to and approved by the Planning <br />Department prior to the issuanee of any permits. The,landscape plan <br />approved on 10/23/86 meets these requirements. (SEPA Light and Glare, <br />Aesthetics, and Other Policiea) <br />3• Screening of all outdoor storage areas, ineluding the tire storage must <br />ba provided. This must consist of a solid fi-foot high sight-obseuring <br />fence. (SEPA Aestheties Policies) <br />4. The exi�ting tire manuk'acturing facility has an outdoor area Khare a <br />machine blows rubber bits into a container. This must be completely <br />enclosed or screened so that it 1� not visible and tha rubber cannot <br />eseape. (SEPA Aesthetics Policy) <br />+5. The projeet site is in the North Creek =Drainage Basin and North Creek <br />and an associated wetland run t}3reugh—tise-siL�directly- to the south. <br />North Creek is a major producer of coho, chinook, and soekey salmon, <br />and steelhead and cutthroat trout. Fish produetion in North Creek is <br />highly dependent on continued good auality xater. TherePore, the <br />Pollowing measures must be taken to ensure that gasoline spills from <br />the underground tanks and storm xater quality do not adversely efFect <br />North Creek: <br />On-site detention is required for tha gas station and service station <br />to the south. The size of the detention Pacility must be sized to <br />accommodate water that :rould be used to flush the site during a f1te1 <br />spill event. The detention facility must have a valve which can•shut <br />ofF all floxs leaving the system in ca3e of a fuel spill. The valve <br />must Se closed prior to any filling of the underground tanks and in the <br />event oP a tUel spill on the site. Procedures for use of the shut off <br />valve must be posted on the site� <br />An oil-pater separator must be provided. The type oF separator used <br />must be approved by the City Drainage mgineer. <br />A grass lined sHale must be provided. Drainage from the detention <br />system must be routed through the sxale prior to leaving the site and <br />entering the grass lined detention pond to the south. <br />The underground storage tanks must be double containment fiberglass <br />tznks srith an alarm leak manitoring system. A spill proteetor must be <br />provided at the tank fill points. <br />A curb must be provided along the edge of the pavement adjacent to the <br />grass-liaed sxale to keep site drainage/fuel spills from entering the <br />grass-lined sxale instead of the detention system.
