f10. Permits must be obtained from the City of Everett Fire Department for <br />installation of the underground tanks and for the storage anc <br />dispe�sing of Class I liquids. (SEPA Risk of Upset Polieies) <br />t11. A fire extinguisher a miaimum size of 2A-20BC must be located within 75 <br />feet of the pumps. An extinguisher located inside the building Nould <br />be in excess of this requirement and would not be acceptable. (SEPA <br />Risk of Upset Polieies) <br />i12. An emergency pump shutoff must be located a minimum of 15 feet and a <br />maximum of 75 feet from the pumps. This must have a elearly labeled <br />switch and should be outside nhe building. (SEPA Risk of Upset <br />Polioies) <br />;13• The City has adopted a pra-treatment program that contains standards <br />for discharge to the City�s Sewer System. Detsiled plans for the <br />prcposed facilities must be reviewed to insure that the City's drainage <br />standards are met. No discharge from the car wash shall ba permitted <br />to the City�s surface water drainage system. The carxash is raquired <br />to have an approved baek :low prevention device and plans must be <br />reviewed and approved by the City to prevent eross connections. (SEPA <br />Water and Utilities Policies) <br />•14. The site plan submitted shows legal deseriptions for 4�eparate <br />parcels. City Subdivision Ordinances require that if there is a lease <br />of land, a Binding Site Plan or Subdivision must be completed. If a <br />lease of land 13 to oceur, a Hinding Site Plan must be completed prior <br />to the issuanee of any permits. (SEPA Other Policies) <br />The lead agency for this proposal has determined that it does not have a <br />probable significant adverse impaet on the environment. An Environmental <br />Impaot Statement is not required under RCW 43.21C.030(2)(c'). This <br />determination assumes complianee xith state lav and City ordinances related to <br />general environmental protection including but not limited io right-of-xay <br />improvement requirements, drainage, etc. This decision xas made after reviecr <br />of a completed environmental checklist and other inforaation on file uith the <br />lead agsncy. This inPormation is available to the public on renuest. This <br />Determination of Non-Si�ifiaance is specifically nonditioned on compliance <br />xith the conditions attached hereto ahieh are incorporated by referenee as iP <br />fLlly set forth herein. <br />This DNS is issued under 197-11-340(2); the lead agency xill not act on this <br />proposal Por 15 days Pram the date below.
