44 r {� } hl 2. A landscape strip a minimum of 5 feet wide must be provided along the entire east property line as shown on the site plan dated 3/27/86. This landscaping should be evergreens and provide a screen a minimum of 3 feet high. The intent of this landscaping is to shield car lights and provide separation from adjacent properties. A detailed landscaping plan must be submitted to and approved by the Planning Department prior to the issuance of any permits. The .landscape plan approved on 10/23/86 meets these requirements. (SEPA Light and Glare, Aesthetics, and Other Policies) 3. Screening of all outdoor storage areas, including the tire storage must be provided. This must consist of a solid 6-foot high sight -obscuring fence. (SEPA Aesthetics Policies) 4. The existing tire manufacturing facility has an outdoor area where a machine blows rubber bits into a container. This must be completely enclosed or screened so that it is not visible and the rubber cannot escape. (SEPA Aesthetics Policy) *5. The project site is in the North,Creek -.Drainage Basin and North Creek and an associated wetland run through —the --site directly- to the south. North Creek is a major producer of coho, Chinook, and sockey salmon, and steelhead and cutthroat trout. Fish production in North Creek is highly dependent on continued good quality water. Therefore, the following measures must be taken to ensure that gasoline spills from the underground tanks and storm water quality do not adversely effect North Creek: On -site detention is required for the gas station and service station to the south. The size of the detention facility must be sized to accommodate water that would be used to flush the site during a fuel spill event. The detention facility must have a valve which can shut off all flows leaving the system in case of a fuel spill. The valve must be closed prior to any filling of the underground tanks and in the event of a fuel spill on the site. Procedures for use of the shut off valve must be posted on the site. An oil -water separator must be provided. The type of separator used must be approved by the City Drainage Engineer. A grass lined Swale must be provided. Drainage from the detention system must be routed through the Swale prior to leaving the site and entering the grass lined detention pond to the south. The underground storage tanks must be double containment fiberglass tanks with an alarm leak monitoring system. A spill protector must be provided at the tank fill points. A curb must be provided along the edge of the pavement adjacent to the grass -lined Swale to keep site drainage/fuel spills from entering the grass -lined swale instead of the detention system.
