2. A landscape strip a minimum of 5 feet wide must be provided along the <br />entire east property line as shown on the site plan dated 3/27/86. <br />This landscaping should be evergreens and provide a screen a minimum of <br />3 feet high. The intent of this landscaping is to shield car lights <br />and provide separation from adjacent properties. A detailed <br />landscaping plan must be submitted to and approved by the Planning <br />Department prior to the issuance of any permits. The landscape plan <br />approved on 10/23/86 meets these requirements. (SEPA Light and Glare, <br />Aesthetics, and Other Policies) <br />3. Screening of all outdoor storage areas, including the tire storage must <br />be provided. This must consist of a solid 6-foot high sight -obscuring <br />fence. (SEPA Aesthetics Policies) <br />4. The existing tire manufacturing facility has an outdoor area where a <br />machine blows rubber bits into a container. This must be completely <br />enclosed or screened so that it is not visible and the rubber cannot <br />escape. (SEPA Aesthetics Policy) <br />a5. The project site is in the North Creek Drainage Basin and North Creek <br />and an associated wetland run through the property located directly to <br />the south. North Creek is a major producer of roho, chinook, and <br />sockey salmon, and steelhead and cutthroat trout. Fish production in <br />North Creek is highly dependent on continued good quality water. <br />Therefore, the following measures must be taken to ensure that gasoline <br />spills from the underground tanks and storm water quality do not <br />adversely effect North Creek: <br />The storm drain system for the gasoline station must have a valve which <br />can shut off all flows leaving the system in case of a fuel spill. The <br />valve must be closed prior to any filling of the underground tanks and <br />in the event of a fuel spill on the site. Procedures for use of the <br />shut off valve must be posted on the site. <br />An oil -water separator must be provided. The type of separator used <br />must be approved by the City Drainage Engineer. The owner must <br />maintain the oil -water separator on a regular basis following the <br />maintenance schedule on the approved drainage plan. <br />A grass lined swale with rock check dams must be provided. Drainage <br />must be routed through the swale prior to leaving the site and entering <br />the grass lined detention pond to the southwest. <br />The underground storage tanks must be double containment fiberglass <br />tanks with an alarm leak monitoring system. A spill protector must be <br />provided at the tank fill points. <br />A curb must be provided along the edge of the pavement adjacent to the <br />grass -lined Swale to keep site drainage/fuel spills from entering the <br />grass -lined swale instead of the detention system. <br />
