B. Zoning - The proposed Binding Site Plan, site plan and other required application <br />information shall meet the requirements of the Everett Zoning Code, except as permitted by <br />design and development provisions of (EMC Title 18); <br />Finding: The existing zoning of this Binding Site Plan is C-1, General Commercial. The <br />C-1 zone requires a minimum lot area of 5,000 square feet. There is an existing <br />propane sales and distribution facility on the site. These siructures would be <br />demolished. The proposed new buildings would meet zoning code requirements for <br />setbacks, building height, etc. The retail structure and parking must be se! back a <br />minimum of 10 feet from the residentially zoned property to the north. /1 tyae I <br />landscape buffer and fence are required. <br />Conclusion: The lots can provide adequate building, parking and yard areas and meet <br />all C-1 zoning standards. <br />C. Natural Environment-The Binding Site Plan, site plan and other required application <br />inf�rmation shall meet the requirements of Critical Area Regulations of the Everett Zoning <br />Code, Title 20, Everett Municipal Code (Environmental Policies), and the State <br />Environmental Policy Act, WAC 197.11; <br />Findings: The site is level and there are no known critical areas on or adjacent to the <br />site. The site is cuRently developed with an existing commercial use. The City of <br />Everett issued a Final Mitigated Determination of Non-Significance (SEPA #06-077) on <br />June 21, 2007. <br />Conclusion: The applicanYs proposal does not impact the natural environment and the <br />SEPA conditions mitigate impacts of this project. <br />D. Public Services - The proposed project shall be designed to meet the following: <br />1. Adequate water supply to City Standards; <br />Finding: There is an existing water main on the street frontage adjacent to the site. <br />Water stubs need to be provided to each lot per City of Everett Standards. <br />Conclusion: Adequate water :upply can be provided to this short subdivision per City <br />Standards. <br />2. Adequate sewage disposal !o City Standards; <br />Finding: There is an existing sewer main on the property's street frontage. Sewer <br />stubs will need to be extended to each lot per City of Everett Standards. <br />Conclusion: Adequate sewer disposal can be provided to City Standards. <br />3. Appropriate surface water management to City Standards; <br />Finding: This project may be within the threshold that requires on-site stormwater <br />detention. The conditions are in place to implement options for stormwater management <br />per City of Everett standards in the Final MDNS issued on February 25, 2003. <br />Conclusion: Appropriate surface water management is being provided to City <br />Standards. <br />2�7 <br />
