(Gateway Corridor Policies) <br />The following arterials and highways are designated as "gateways corridors" for which particular <br />attention will be given to the design and maintenance of public improvements and the application of <br />standards to development of abutting properties: <br />Broadway north of 415' Street, West Marine View Drive, Pack Avenue, Hewitt Avenue, <br />Everett Avenue, Rucker Avenue between 190 Street and 43"' Street, ColbX Avenue, Mukilteo <br />Blvd, 41" Street, Evergreen Way, Everett Mall Way, 19" Avenue SE, 128' — 132nd Street <br />corridor, SR 526, and Interstate 5. <br />2. The design of sites, buildings, landscaping and signs which are developed on properties abutting the <br />designed gateway corridors should be of a quality that upgrades and enhances the aesthetic <br />character of the City in general and the immediate areas in particular. <br />3. The City shall work with property and business owners along gateway corridors to develop and <br />implement streetscape improvement plans both within the public right-of-way and on properties <br />abutting the right-of-way. Such improvement plans shall be coordinated with Snohomish County for <br />the unincorporated portions of corridors that are located in the Everett Planning Area. <br />(DOE tank requirements — The following applies to removal of underground storage tanks, if any) <br />1. If storage tanks contain dangerous or hazardous wastes as defined in WAC 173-303, please contact <br />the Northwest Regional Office, Hazardous Waste and Toxics Reduction Section, at (206)867-7000 <br />for closure requirements. <br />2. A notice of intent to permanently close tanks must be filed with the Department of Ecology at least <br />30 days prior to closure. The closure must be completed within 60 days after expiration of the 30- <br />day notice, unless a written request for an extension is approved (Chapter 173-360 WAC). <br />3. All firms providing tank closing services must be licensed by the Department of Ecology. The <br />supervisor on site during closure must be licensed by passing a state exam. Within 30 days after <br />closing, a permanent closure checklist forin must be provided to the Department of Ecology by the <br />company that closed the tanks. <br />4. A site assessment to determine whether contamination has occurred must be completed. The <br />Department of Ecology's minirnum requirements for sampling for contamination in the excavation <br />area are outlined in a published guidance document. This document, the necessary forms, and the <br />regulations are avlilable. from the Department of Ecology by calling 1-800-826-7716. <br />5. Tank removal should be performed during a period of expected dry weather to minimize potential <br />erosion problems and contamination of runoff waters. <br />GENERAL INFORMATION <br />Puget Sound Energy is the natural gas provider in this area. To initiate new service ordors, please <br />contact Marilyn Davis Westlund at (425)356-7512 at least 90 days prior to the required in-service <br />date. <br />Any relocation of existing gas facilities for this development will be at the developer's sole expense, <br />and requires 90 days minimum notice.
