NOTICE OF DECISION AND <br />FINAL MITIGATED <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA #06-017 / BSP #06-004 <br />Bank and Retail Building <br />June 21, 2007 <br />Description of Proposal: The proposed action is construction of a 2,000 SF stand-alone bank building <br />with drive through and a 7,488 SF retail building. A total of 35 parking stalls would be provided. The listed requirements are placed in response to our review of this <br />information: <br />AGENCIES WITH JURISDICTION: None identified <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. (SEPA <br />Earth, Land and Shoreline Use Policies.) <br />2. Prior to issuance of any permits, the applicant must pay a mitigation fee of $33,639 per the City's <br />Traffic Mitigation Ordinance No. 2425-99. (SEPA Transportation Policies) <br />Everett Mali Way is designated as a "Gateway" corridor in the City's General Plan. The General <br />Plan states, "Because Everett wants to develop and promote an attractive image, all entry corridors <br />into the City should be designated as "Gateways" and standards should be applied to developments <br />along such "Gateways" relating to building design, landscaping, signage, outdoor storage and other <br />aesthetic considerations that will serve to upgrade Everett's image." To meet the intent of the policy, <br />landscaping in excess of Type III must be provided along the Everett Mall Way frontage. (Two <br />recent projects that meet the City's gateway policies are the Boeing Credit Union site on Evergreen <br />Way and Costco on 19th Avenue SE.)
