f <br />Conclusion: The proposed binding site plan uses are allowed by the <br />Comprehensive Plan. <br />2. Zoning - The proposed Binding Site Plan, site plan and other required <br />application information shall meet the requirements of the Everett Zoning <br />Code, except as permitted by Subsections 7.F.3Q), 7.F.16.(g-k) of this <br />Ordinance; <br />Finding: The existing zoning of this Binding Site Plan is C-1 R, Regional <br />Commercial. The� C-1 R zone requires a minimum lot area of 5,000 square <br />feet. There are eaisting retail buildings located an Lots 1, 2 and 3. The <br />new building and parking configuration on Lot 3 meet zoning code <br />requirements. <br />Conclusion: "i'tie lots can provide adoquate building, parking and <br />setback areas and mest all C-1� zoning standards. <br />3. Natural Environment - The Binding Site Plan, site plan and other required <br />application information shall meet the requirements of Environm�ntally <br />Sensitive Area Regulat�ons of the Everett Zoning Code, Title 20, Everett <br />Municipal Code (Environmental Policies), and the State Environmental Policy <br />Act, WAC 197.11; <br />Findings: The site is level and there are no sensitive areas. The site is <br />comPletely developeci with buildings, parking areas and lan:lsr,�iping. This <br />bindmg site plan action is not exempt from SEPA; z SEPA �ar�vironmental <br />review was conducted. The City of Everett issued a Final Mitigated <br />Determination of Non-Significance (SEPA #02-059j on October? , 2003. <br />Conclusion: With the SEPA conditions outlined in the SEPA Threshold <br />Determination, the applicanYs proposal will not impact the natural <br />environment; <br />4.
