c � <br />pernut shall tertninate if the applicant does not apply for a building pernvt within 18 months <br />(or, with an extension, 24 months), except where a time limit on the land use permit is <br />otherwise established under federal or state law, city ordinance, or an executed development <br />agreement. <br />INFORMATION FOR DEVELOPER: <br />The following information is provided for the developer's benefit. These are not SEPA conditions but are <br />associated with other laws or requirements. All requirements aze preliminary in nature, and are based upon <br />the preliminary site'plan and tiie ordinances in effect at time of submittal for SEPA review. The proposal <br />must comply with all ordinances in etTect at the time a complete building permit application is filed, <br />including lhose not specitically set forth herein. (Exception: For vesting under the Zoning Code, please <br />refer to Section 15.20.110 of the Everett Municipal Code). Contact the Planning Departmeni for information <br />regazding appeals processes for the requirements listed in this document. <br />Parking must be per City Zoning Code and City Design and Construction Standazds and <br />Specifications. For the 4,165 squaze feet of restaurant or retail space proposed, a minimum of 15 <br />parking stalls is required (shopping center standazd @ 1/300 s.f.). Handicap spaces must be provided. <br />Pazking calculations for the overal] shopping center and proposed building must be provided at the <br />time of building pemut application. <br />2. A pedestrian circulation system for the site must be approved by the Planning Director and Traffic <br />Engineer prior to the issuance of any building permits. Walkways must allow pedestrians and <br />wheelchairs to gain easy access from sidewalks and bus stops to building entrances [hrough the use of <br />paths which are physically sepazated from vehicle traffic and maneuvering areas. (See the city's <br />Design and Conswction Standazds and Specifications Manual and Section 39.165 of the Zoning <br />Code.) <br />3. Placement and screening of refuse disposal azeas must be provided per Section 39.080 of the Zoning <br />Code as follows: <br />a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br />commercial, industrial, and institutiona] developments and shall not be located in a required <br />front }'ard setback area, or street side setback azea for corner lots. Where an alley abuts a lot, <br />the gazUage receptacles, dumpster, or recycle bin sha]] be located adjacent to the alley. <br />b. All garbage dumpsters and recycle bins must be screened from view from the street and from <br />adjacent properties. This screening may be done using dense vegetation or by placing the <br />dumpster or recycle bin in a swctural enclosure. <br />c. For specifics on design of refuse and recycling facilities, contact Rubatino Refuse Removal, <br />Tsc. at 259-0044 for areas generally north of 112th Street.
