Conclusion: No additional landscaping is required on site based on the current proposal under review <br />by the City. <br />8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual blight or <br />other undesirable impacts. <br />Findin� The proposed childcare facility will be located within an existing shopping complex. The site <br />is zoned C-1, General Commercial. The property to the north of the site is zoned residential, the <br />property's to the east and west of the site are zoned general commercial. The proposed outdoor play <br />area may generate additional noise, but it should not have a negative impact on surrounding properties. <br />The hours of operation for the childcare facility will be approximately Monday through Friday from 630 <br />a.m. to 6:30 p.m. <br />Conclusion: There may be additional noise generated from children outdoors in the enclosed play <br />area, however this noise should be mitigated by the proposed fence and existing vegetation on site. No <br />noise will occur on site that is not commonly found in a commercial or residential area. <br />9. Consistency with the goals and policies of the Everett General Plan for the area and land use <br />designation in which the property is located. <br />Finding: The site is designated 4.4 Mixed Use Commercial — Multiple Family on the City of EveretYs <br />Comprehensive Plan map. <br />Conclusion: The use is consistent with the General Plan. <br />10. Compliance with the provisions of this Ordinance and other City, State and Federal regulations. <br />Fin_ ding: All necessary building and associated permits must be obtained for the proposal prior to <br />construction. <br />Conclusi �n: The proposal will comply with the provisions of the City's Zoning Code and the applicant <br />must ob'ein any other required City, State and/or Federal permits. <br />11. Accessibility to gublic transit, and traffic reduction measures proposed by the applicant to <br />reduce dependence of the proposed use on the automobile. <br />Finding: There are existing transit facilities on Everett Mall Way and 7'" Ave SE. <br />Conclusion: Traffic generatiom on site will be from drop off and pick up, rather than long term parking <br />demands. There are transit facilities in the vicinity of the site for staff to use if needed. <br />DECISION: The proposal is approved as submitted subject to compliance with all city, state and federal <br />regulations. The follorring conditions shell apply: <br />1. A minimum of 225 parking stalls nust be maintained on site at all times. No required parking may be used <br />for dumpsier or product storage. <br />2. A solid board fence or chainlink fence with slats must be provided around the area enclosed for the outdoor <br />play area. <br />3. Adhere to the requirements and code conditions as outlined in the City of Everett "General Checklist for <br />Commercial Daycare" publication. <br />4.
