-., <br />Ordinance No. 1670-89, as amended. The applicant must <br />design a traffic signal at driveway No. 2, as required by <br />the traffic studies for this proposal. (SEPA Transportation <br />Policies) <br />3. A pedestrian circulation system for the site must be <br />approved by the Planning and Public Works Departments prior <br />to the issuance of any building permits. Pedestrian <br />walkways shall provide for efficient and convenient movement <br />on-•site and shall be provided for access from the site to <br />�erett Mall Way. Walkways shall be separated from parking <br />stalls and driveways by wheEei stops, curbing, and/or <br />landscapinq where possible. Linkaqes should be provided <br />between new and existing pedE�strian facilities. (SEPA <br />Transportation Policies) <br />Detention of stormwater will bi� required to occur upstream <br />canthe existing detention pond/wetland, unless the applicant <br />prove that the existing facility was designed to detai.n <br />stormwater from this portion of the site, and that the <br />storage capacity still remains in the wetland/detention <br />pond. If stormwater from this site is routed to the <br />existing facility undetained, a grit removal structure must <br />be designed and constructed per City Standards. The qrit <br />removal system must provide pretreatment to all runoff <br />entering the wetland/detention facility by providing removal <br />of coarse sediments. The qrit removal structure shall not <br />be located inside the buffer of the wetland. (SEPA Water <br />Policies) <br />5. At a minimum, vegetated swales will be required to treat <br />stormwater runoff from this site. Unless the applicant can <br />prove that less than 10,�00 square feet of additic�nal paved <br />surface will be created as compared to the amount of paving <br />that existed on this portian of the site in 1986-1987, <br />vegetated swales in series with a wetpond will be required <br />to treat stol-mwater runoff. All stormwater treatment <br />facilities shall be designed and constructed accordinq to <br />City Standards. (SEPA Water Policies) <br />The developer must provide an east/west driving aisle which <br />provides a connection between the proposed parking lot <br />adjacent to Buildinq 5 and the existinq north/south entrance <br />drive. (SEPA Transportation Policies) <br />The lead agency for this proposal has determined that it does not <br />have a grobable significant adverse impact on the environment. <br />An Environmental Impact :;tatement is nat required under RCW <br />43.21C.030(2)(c). This determination assumes compliance with <br />State law and City ordinances related to general environmental <br />protection including but not limited to right-of-way improvement <br />requirements, drainage, etc. Thi�s decision was made after review <br />
