I <br />r <br />FINAL DECLARATION OF NON -SIGNIFICANCE <br />SEPA :41-84 <br />This Final Declaration of Nonsignificance shall expire one year <br />from date of issuance unless a completed building permit applica- <br />ion has been submitted within that time. A request for a one <br />year extension of this Final Declaration of Nonsignificance may <br />be made to the Planning Director prior to the expiration date <br />Description of Proposal: The proposed action is the issuance of gradi.ng and <br />building permits to allow the construction of a 25,000 square foot retail and <br />warehouse ocructure. The following factors were considered and the listed <br />requirements were placed in ree:ponse to comments submitted during our review <br />of an Environmental Checklist for this proposal and other information on file <br />with the City. <br />1. The proposed site is located in the C-1, General Commercial Zone which <br />would permit the proposed use. The proposed site is previously filled <br />vacant land with a ponded area along the rear property line. The site <br />is covered witb Alder saplings and Scotch Broom. Spires and standing <br />dead trees also occur in the ponded area. An existing billboard is <br />located on the site frontage. <br />2. The current site plan proposes that a 20 foot wide ponded area along <br />the rear property line be filled. Any work within the ponded area will <br />require a hydraulics permits from the State Department of Game or <br />Fisheries. <br />3. Detailed drawings in accordance with City Design and ':onstruction <br />Standards shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the <br />public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All <br />improvements shall be completed, approved, and warranted before the <br />occupancy Permit is issued. <br />4. Participation in the cost to fund the sewer per Ordinance 984-83 is <br />required. The approximate cost based on the preliminary information <br />provided is $.314/square foot of floor area. The actual cost shall be <br />computed by the Building Department per the ordinance in effect at the <br />time and according to the information provided on the approved plans on <br />the date of permit issuance. <br />5. Drainage improvements must be provided in compliance with the City's <br />Drainage Ordinance. <br />The applicant must provide on -site detention or pay .a drainage fee. <br />Drainage calculations for determining the required detention storage <br />volume must include the lost natural detention due to filling the <br />existing pond. <br />6. Parking must be provided in compliance with Zoning Code requirements <br />and City standards. <br />Parking is currently provided for 10,000 square feet of retail space <br />and 15,000 square feet of warehouse space. Any change in use must be <br />approved by the Planning Director before any building permits are <br />issued. <br />On -site parking arrangevenc will require approval from the City Traffic <br />Engineer. <br />
