I7061 )67�9179 <br />'Ihe owners of this office building now imder constxvction have asked <br />that I pai�ticipate with them in evaluating how best to meet the conditions <br />related to fire protection con�ained in the City of E�erett's height <br />variance recently granted. <br />The facts in this matter as I have found them are: <br />Previou_= to the variance, a building permit was obtained <br />for a four level office building which was designed to <br />TYPE 1 FIRE RESISTANT construction. <br />2. 'Ihe City of Pverett Building Department indicates that <br />the six level building meets all building codes without <br />a sprinkler system. <br />3. The owners insurance agent indicates that there will be <br />only a modest annual savings in insuranc� cost by adding <br />a sprinkler system. A fire resistant rating already <br />exi.sts for insurance puxposes. This savings could be <br />cancelled by the increase premium for water damage insurance. <br />%r� NIa�25�'u � <br />4. Sam Preston; has indicated a concern over the fire depart- <br />ments equipment and related fire fighting capabilities in <br />the area of the Everett Mall as contrasted i,rith a downtown <br />central business district situation. <br />5. The applicant was ncti.fied of the concern over fire protection <br />just tnree business uays prior to the public hearing for the <br />variance. Had this 3ssue been raised prior to the issuance <br />of building permits, co�mnencement of construction and timing <br />conunit�nents being made to a major national tenant, the <br />development team would have undoubtedly used an alternate <br />less expensive structural system and incorporated a sprinkler <br />syst�m into the facility. <br />
