' <br />This would be more econovical due to the fact that <br />all the construction equipment and naterial are � <br />presently on site. Constructton of the two (2) '! <br />floors now would avoid future site disruptiona and I <br />inconveniences to the occup2nts. � <br />The appellant ca.n not delay construction of the <br />present four story building until the zone code is <br />revised due to obligation with the major tenant cf <br />the building. When the zoning code is revised, <br />projects which provide outstanding site and <br />Uuilding design will be allowed certain bonuses <br />above what the code would normally allow. The <br />c•lrrent 30 year old zoning code ahould be revised <br />ta reflect current construction methode of roof <br />mounted mechan:tcal equipment, street elevations in <br />relation to site, and bonus for site development. <br />Ao stated above, the upper fifteen feet (15') <br />requested in the variance ia for. mechanical and <br />slevator equipm�nt. The site is six f.eet (6') <br />below the street elevation. <br />b. Coucl.usion: There are exceptional or extraordinary �, <br />circumstances eipplying to this property because of 'I <br />the fact that the Comprehensive Plan has been i <br />revised and would allow the use proposed, but the I <br />zoning regulations have not yet been revised to <br />i�plement the Comprehensive Plan. <br />Criterion No. 2. That such variance is neceasary for the preservation and <br />_ enjoyment of a substantial property right oF the <br />appellant possessed by the ocmers of other properties in <br />the same vicinity or zone. <br />a. Findin : This property is designated "Regional j <br />Commercial Center - Office Parks" by the Everett I <br />Comprehensive General Plan and the policies of this, <br />designation do su�port an intensification of office <br />and retail act-ivity in this area. However, the �, <br />current zoning code standards are not specific �� <br />enough to create the type of development called for I <br />in the General Plan and a revision to the entire i <br />zoning code is necessary to properly implement the <br />direction of the plan. , <br />Zf the variance were not- granted, the applicant <br />would be in effect penalized by the fact that the <br />City has not yet revised the �uning code to <br />implement the policies of the General Plan. <br />-2- <br />
