Mayor: <br />As the developers, owners and managers of the Everett I•iall Office Park, we are <br />most concerned about plans sutmitted to the City of Everett that could result <br />in serious traffic and congestion problems on EvereLt I�all Way, west of the Mall. <br />In 19II0, prior to sta�ting construction on the first 50,000 square foot office <br />building in the Everett Mail Office Park, nearly nine nonths were consumed from <br />sutxnission of the Environmental Checklist until issuance of the Negative Declara- <br />tion with mutually agreeable conditions specifically involving vehicular circ�la- <br />tion. The Cit,y staff raised real concerns about the overall traffic flow takin9 <br />into consideration the ultimately planned four office buildings with approximately <br />175,000 square feet uf suburban office space. <br />John Patzoid did a comnendable job in coordinating a solution that created unified <br />curb cuts and integrated tra`fic flows bet:veen ourselves and developers of the <br />Everett Mall and tlie Everett Mall Village. The enclosed brochure shows the results. <br />Approximately 875 lineal fr.et of footage on Everett hiall Way has two coordinated <br />curb cuts to serve Everett tdall Office Park, Everett Flall Vi11agE, and the theatres, <br />plus access to the improved portion of the PUD r•ight-of-way. <br />Now Capital Savings & I_oan is requesting the addition of two permanent curb cuts <br />on a site with approxir�aiCly 215 ;a�t of fronYage, wrich creates five main accass <br />points to Everett Mall W4y withi�� a distance of approximately 400 lineal feet. This <br />situation is certainly less the.n desirable and will undoubtedly work to the detriment <br />of those using Everett Mall Way, the property owners, their tenants �nd customers. <br />In fact, a superior solution had been arranged between the parties in the past. <br />On two separate occasions aie were told by Capital Savings & Loan that we had an <br />agreement with them on a privately negotiated, shared in9ress/egress from our <br />property. We both readily admitted the coordinated in9ress/egress was in both <br />of our best interests. They sent an officer to our office to finalize the concept <br />o` the details so the plan could be imp'emented. Two months later we were told <br />ti,ey had arbitrarily changed tli�ir mind and planned to proceed independently, <br />"because it was simpler and mo:^e expedient timewise". <br />�y <br />I <br />�`f <br />r <br />� <br />
