In order to grant a modification to the requirement of subsections A, B or D, the traffic engineer shall require the applicant to pro- vide sufficient information to demonstrate that the method of providing loading/unloading for a particular use,build- ing or site will be sufficient to assure that required off- street parking areas,public right-of-way and surrounding properties are protected from unsafe conditions resulting 704-261 gge
