EXHIBIT B <br /> City of Everett <br /> Notice of City Council Public Hearing <br /> On <br /> General Contractor/Construction Manager(GC/CM) <br /> Procedure of Contracting for Construction of <br /> the Water Pollution Control Facilities Upgrades <br /> The City of Everett preliminarily determined to use an alternative public works contracting procedure <br /> known as General Contractor/Construction Manager("GC/CM"), pursuant to RCW Chap. 39.10. The City <br /> Council will hold a public hearing, as described below, for the purpose of accepting public comment <br /> regarding the preliminary determination. <br /> PROJECT DESCRIPTION: Located at the Everett Water Pollution Control Facility (EWPCF) on Smith <br /> Island, the Project includes construction of two primary clarifiers with sludge grit removal and <br /> scum dewatering systems, headworks grit system improvements, yard piping, biosolids storage <br /> and processing facilities, diversion structures, and other tasks as described as Project Schedule <br /> A in the EWPCF Facilities Plan and Basis of Design Report. <br /> PRELIMINARY DETERMINATION: City Council preliminarily determined to use GC/CM because: (1) <br /> early involvement of the general contractor/construction manager during the design should provide a <br /> substantial fiscal benefit; (2) the Water Pollution Control Facility must continue operating during <br /> construction and must continue to meet environmental standards while operating during construction; <br /> and (3) the upgrade project is very complex as it involves complicated scheduling, sequencing, <br /> accessibility and construction methods. . <br /> ADDITIONAL INFORMATION: Additional written information, including the statement of reasons, <br /> may be obtained from Tim Marks, P.E., City of Everett Public Works Department, 3200 Cedar Street, <br /> Everett, WA 98201 <br /> WRITTEN COMMENTS: Persons may present written comments prior to or at the Public Hearing. <br /> Persons wishing to submit written comments before the Public Hearing should send them by mail or <br /> deliver them to Tim Marks, P.E., City of Everett Public Works Department, 3200 Cedar Street, Everett, WA <br /> 98201. <br /> PUBLIC HEARING: Persons may present oral or written comments regarding its preliminary <br /> determination to use GC/CM contracting procedures at the Public Hearing. <br /> PUBLIC HEARING DATE &TIME: Wednesday July 2, 2003 at 8:30am <br /> PUBLIC HEARING LOCATION: City Council Chambers, 3002 Wetmore Ave., First Floor <br /> .0%;- <br /> Arlan <br /> ceArlan Hatloe, Council President <br />
