EXHIBIT A <br /> City Of Everett <br /> City Council <br /> STATEMENT OF REASONS TO USE <br /> GENERAL CONTRACTOR/CONSTRUCTION MANAGER(GC/CM) <br /> FOR WATER POLLUTION CONTROL FACILITY <br /> UPGRADE PROJECT PHASED CONSTRUCTION <br /> The benefits of the GC/CM Project Delivery Method are as follows: <br /> • The General Contractor is selected based on qualifications. <br /> • The General Contractor is involved during design to address constructability <br /> issues. <br /> • The General Contractor is involved during design to assist in Value <br /> Engineering and maintaining a low construction cost. <br /> • The General Contractor and the Owner will agree on a Maximum Allowable <br /> Construction Cost (MACC) before the design of the project is complete. <br /> The contractor will guarantee the project will not exceed the MACC. <br /> • The General Contractor will openly and competitively bid all of the work as <br /> subcontracts. <br /> GC/CM is particularly well suited to projects with complex constructability issues <br /> and scheduling requirements and where ongoing operation of existing facilities <br /> must occur; significant issues which the City is faced with during the expansion <br /> and upgrade of the wastewater treatment plant. <br /> Additional benefits the City anticipates gaining by using the GC/CM Project <br /> Delivery Method are: <br /> • The most qualified contractor rather than the lowest bidder who may or <br /> may not be qualified to perform the work. <br /> • Collaboration between designer and contractor to increase ease of <br /> construction. <br /> • More certainty about cost at an earlier stage in the project avoiding <br /> surprises later on. <br /> • Reduced risk of construction change orders. <br /> • Better coordination of construction and operation which reduces conflicts <br /> during construction of operating facilities. <br /> • More certainty about operation of existing facilities during construction. <br />
