Comprehensive Transit Service Plan <br /> EVERETT TRANSIT Executive Summary <br /> Development mitigation <br /> Everett Transit needs to be more involved in the development review and mitigation <br /> process, specifically: <br /> ❑ Encouraging the City of Everett to include ET in the process to evaluate <br /> and assess mitigation requirements for new developments <br /> ❑ Encouraging the City of Everett to include transit facilities and services in <br /> the mitigation requirements assessed in new developments <br /> Transportation Demand Management <br /> Everett Transit needs to work with businesses in the community, both large and <br /> small, to develop and support carpool, vanpool and other options to driving alone. <br /> Additionally, Everett Transit should work with new developments to design <br /> transportation demand management plans as the projects are built, including: <br /> ❑ A cap on the number of parking spaces for employees, <br /> ❑ A parking management program to encourage use of alternative modes, <br /> ❑ Installation of covered bicycle parking and storage and the provision of <br /> showers for bike riders, <br /> ❑ Preferentially located parking spaces for carpools and vanpools, <br /> ❑ The appointment of a transportation coordinator to manage the transpor- <br /> tation programs offered by the development, <br /> ❑ The establishment of website with relevant information on programs and <br /> links to other transportation-related sites, <br /> o A transportation information center, <br /> o Bus fare subsidies for users, <br /> o Other subsidies as appropriate such as cash or prize bonuses for those <br /> who use alternatives but do not take advantage of bus subsidy, <br /> o A guaranteed ride home program, and <br /> o A continuing monitoring and review program. <br /> Implementation Priorities <br /> The recommendations of this study go beyond the traditional operations and <br /> planning recommendations of the previous plan. This project has identified a need <br /> for Everett Transit to step up its activities to meet the transportation needs of its <br /> citizens in ways not envisioned in the 1994 Plan. <br /> This expansion of responsibilities and activities is not without cost. While many of <br /> the recommendations of this project can be accomplished without significantly <br /> increasing Everett Transit's operating budget, others cannot. <br /> For this reason, it is recommended that Everett Transit focus its near-term activities <br /> on the recommended actions that can be managed within existing funding: <br /> o Maintenance of demand response services <br /> o Maintenance of existing fixed route services and service levels <br /> o Expanding commute trip reduction programs <br /> Perteet Engineering,Inc.
