Comprehensive Transit Service Plan <br /> EVERETT TRANSIT Executive Summary <br /> ❑ Everett Transit should work with other service providers to develop a <br /> "seamless"fare and fare collection system. <br /> ❑ Everett Transit should redouble efforts to work with employers and <br /> developers to develop strategies to decrease reliance on single occupancy <br /> vehicles. <br /> ❑ Everett Transit should continue to work with City and County government <br /> to promote increased transit use among employees <br /> ❑ Everett Transit needs to work with the Navy Homeport to identify services <br /> and programs that meet the needs of Navy personnel <br /> ❑ Everett Transit must work with social and health program providers to <br /> better meet the needs of their clients <br /> Transit Access Improvements <br /> Everett Transit needs to step up its role in evaluating new developments within its <br /> service area. Specifically, ET needs to continue to work with the City of Everett to <br /> develop land use policies that are supportive of both pedestrian and transit uses, <br /> including: <br /> ❑ Improving pedestrian linkages in existing developments <br /> ❑ Requiring transit access and facilities improvements in new developments <br /> Everett Transit should also assess proposed projects on streets served by transit for: <br /> ❑ Pedestrian access, including crosswalks and other pedestrian amenities <br /> such as bulb-outs, <br /> ❑ Building setbacks from and orientation to the street: Buildings that are <br /> close to the street with entrances facing the street are more likely to <br /> support a pedestrian and transit environment. <br /> ❑ Pedestrian Scale: site and building design elements that are dimensionally <br /> less than those intended to accommodate automobile traffic, flow and <br /> buffering. <br /> Comprehensive Planning <br /> Everett Transit should be involved in the updates of the City of Everett and <br /> Snohomish County comprehensive plans and participate in the work of the technical <br /> committee on those updates. Additionally: <br /> ❑ Everett Transit should explore designating Rucker, Evergreen, Colby and <br /> Broadway as major transit streets in the City of Everett, <br /> ❑ Everett Transit should request that a map of proposed transit corridors in <br /> the Urban Services Area be adopted as part of the comprehensive plan <br /> along with objectives and strategies for development in these areas to <br /> encourage a pedestrian environment friendly to transit, and <br /> ❑ Everett Transit should be more pro-active in working with the Everett <br /> Planning Department and take a more active role reviewing development <br /> in these areas and commenting to the County. <br /> Perteet Engineering,Inc.
