<br /> Over one-fourth (26%) of those surveyed said they would be very likely, and 33%
<br /> said they would be somewhat likely to ride, or ride more, if some of these
<br /> improvements were made.
<br /> People also said they were willing to pay for the improvements they wanted. One-
<br /> fourth (25%) said they would be very likely and 35% said they would be somewhat
<br /> likely to vote for some increase in taxes to fund the transit improvements that are
<br /> most important to them.
<br /> ET Operations
<br /> Ridership and productivity on many Everett Transit routes have been affected by
<br /> major changes put into effect in February 2002. At that time, the downtown
<br /> transfer center was eliminated, Everett Station opened for operation and new routes
<br /> 5, 7A and 7B (now route 9) were inaugurated.
<br /> Security procedures enacted at the Boeing Company in response to the World Trade
<br /> Center attack in September 2001 eliminated all Everett Transit operation within the
<br /> Boeing Company property, resulting in reduced ridership. This drop in ridership has
<br /> been compounded by a general contraction of the economy that continues to the
<br /> present.

<br /> As Table 4 shows, ridership declined steadily from 1996 through 1999, but appeared
<br /> to rebound slightly in 2000 and 2001. Despite a significant reduction in service in
<br /> 1997, rider productivity as measured in riders per revenue hour remained essentially
<br /> unchanged. Rider productivity continued its decline through the year 2000.
<br /> Ridership increased significantly in February, 2003 as a result of a change in
<br /> Community Transit operations in the City of Everett.
<br /> The demand response system's ridership and productivity during the period 1998-
<br /> 2001 is shown in Table 5. Over the four-year period 1998-2001, demand response
<br /> ridership increased by 14.5% from 50,132 to 57,399 annual riders. During that
<br /> same period, service hours provided increased by 34.2%, resulting in an overall
<br /> decrease in riders per revenue hour productivity from 2.9 in 1996 to 2.5 in 2000.
<br /> During that same period, the number of revenue miles provided rose 3.4%, from
<br /> 236,132 in 1998 to more than 244,000 during 2001.
