Comprehensive Transit Service Plan <br /> EVFRHT TRANSIT Executive Summary <br /> 1 Peer Group — services and programs which are limited to the boundaries of the <br /> City of Everett and reflective of service levels found at many of the fifteen peer <br /> agencies serving areas of similar population and having similar-sized fleets, <br /> 2 Current Operations — services and programs aimed primarily at City of Everett <br /> residents but which may occasionally extend beyond city boundaries for the <br /> purpose of facilitating coordination and connections with other regional and sub- <br /> regional service providers, and <br /> 3 Enhanced — services and programs which may extend beyond City of Everett <br /> boundaries to exploit additional un-served markets for City residents, employees, <br /> employers or visitors. <br /> The Peer Group Alternative <br /> The Peer Group Alternative describes a network that confines its programs and <br /> services to areas within the City of Everett corporate boundaries. This alternative <br /> represents a minor retrenchment from the network and services in effect at Everett <br /> Transit as of September, 2002. <br /> Fixed Route Services <br /> Under the Peer Group alternative, no transit services would be provided outside of <br /> the City of Everett corporate limits, effectively eliminating existing services to the <br /> Mukilteo Ferry Terminal on Routes 23 and 25. Other fixed-route services would be <br /> closely monitored to more closely match service levels with ridership. <br /> Additional service improvements to the fixed route network would be confined to <br /> increasing the frequency or span of service of the remaining existing routes. It is <br /> anticipated that under this alternative, the bulk of new services would be added at <br /> the expense of reduced or eliminated services on other routes. <br /> Under the Peer Group scenario, there would be a service disconnect with <br /> Community Transit in South Everett and north Snohomish County, requiring most <br /> transfers between these two systems to take place at Everett Station. <br /> Paratransit Services <br /> In the Peer Group scenario, paratransit services would operate under a more <br /> restrictive eligibility policy than at present, adhering to minimum ADA requirements. <br /> These provide that paratransit services are made available to the disabled only, to <br /> and from areas within 3/4 miles of a fixed transit route. ADA paratransit service <br /> would be provided only during the days and hours that the closest fixed route <br /> provides service to the general public. Under the Peer Group Alternative, the able- <br /> bodied elderly would no longer be eligible to use paratransit services. <br /> The Current Operations Alternative <br /> The Current Operations Alternative describes a network that confines its programs <br /> and services to areas within the City of Everett corporate boundaries except where <br /> necessary to preserve connections to regional and sub-regional providers.
