Comprehensive Transit Service Plan
EVERETTTRANSIT Executive Summary
alternative represents operations similar to those in effect for Everett Transit in
February, 2003.
Fixed Route Services
Under the Current Operations Alternative, transit services would be permitted
outside of the City of Everett corporate limits to preserve existing services and
markets and to preserve connections to other regional and sub-regional carriers.
Services outside the City would not be permitted to establish new regional
connections or to serve additional destinations. Under this alternative, service to the
Mukilteo Ferry Terminal on routes 23 and 25 would be permitted to continue but
additional routes to this or other destinations outside the City of Everett would not
be permitted.
Additional service improvements to the fixed route network could be increased
frequency or span of service of existing fixed routes, the development of new routes
or the development of new classes of service. New services would be added only
when additional costs could be borne by existing revenue sources.
Paratransit Services
In the Current Operations Alternative, paratransit services would operate under
essentially the same eligibility policies as at present, surpassing mandated ADA
requirements. Paratransit services are made available to the disabled and to senior
citizens, age 62 and over, to and from areas within Everett Transit's fixed route
service area. Paratransit service is provided during the days and hours that any
Everett Transit fixed route provides service to the general public. Under the Current
Operations Alternative, many able-bodied elderly are eligible to use these paratransit
services.
It is estimated that, under the Current Operations Alternative, paratransit service
hours, costs and vehicle requirements would remain relatively unchanged.
The Enhanced Alternative
The Enhanced Alternative expands programs and services to cover areas outside the
City of Everett corporate boundaries whenever additional markets and destinations
for City residents are identified, not otherwise being served by other regional or sub-
regional providers. The highest priorities in the Enhanced Alternative are expanded
transit service to un-served areas, particularly southwest Everett, and some level of
service on the six holidays currently not served by Everett Transit. The Enhanced
Alternative represents operations significantly broader in scope than those in effect
by Everett Transit in February, 2003.
Fixed Route Services
Transit services would be permitted outside of the City of Everett corporate limits in
order to preserve existing services and markets, to exploit additional markets, to
provide services to additional destinations, to preserve connections to other regional
and sub-regional carriers or to establish new connections to these carriers.
Perteet Engineering,Inc.
