Comprehensive Transit Service Plan EVERETT TRANSIT Executive Summary Public Transit To support public accessibility, and as a principal tool for ensuring long-term sustainable growth in Everett, Everett Transit will maximize its potential as a cost- efficient and viable transportation option for citizens, employees, businesses and visitors seeking local and regional access and will continue to meet the needs of the transportation disadvantaged through paratransit and fixed-route services. ❑ ET provides transit services that are cost effective, safe and reliable ❑ ET provides transit services that provide easy connections with regional transportation services ❑ ET maintains full compliance with the Americans with Disabilities Act. All its vehicles are lift-equipped and ET provides complementary paratransit services to all ADA-eligible riders Travel Flow Management To increase mobility and decrease traffic congestion in support of events and emergencies in the City, Everett Transit will maximize the value and benefit of existing transportation facilities and infrastructure and develop new, innovative programs to increase capacity and downtown travel flow. For example, ET will provide travel flow management programs in support of community events and emergencies. Transportation Management Programs To support on-going City development and growth management, Everett Transit will oversee, manage or otherwise support transportation demand and mobility management programs that fulfill City of Everett Comprehensive Plan polices and goals to mitigate traffic congestion, limited parking and air pollution. ❑ ET implements, manages or oversees the City's transportation demand management polices and programs. ❑ ET, in partnership with other city departments as appropriate, represents the city in all regional activities that relate to transportation demand management ❑ ET works with downtown employers to develop transportation demand management programs to decrease parking demand Commute Trip Reduction (CTR)Regulatory Compliance To support employers and economic development ET will fulfill regulatory requirements of State and City CTR Law and will establish a system of employer transportation services to assist existing Everett-based businesses in complying with State and City Commute Trip Reduction requirements, help create a competitive advantage for businesses seeking to locate in Everett and assist existing businesses become more competitive. ❑ ET takes a leadership role in working with Everett employers who are CTR participants.
