EXHIBIT A
SCOPE OF WORK(CONTINUED)
July 22, 2005
Subject: Henry M. Jackson Pedestrian Bridge
Draft Proposal For Type, Size And Location (TS&L) Bridge Report
The Henry M. Jackson Bridge will complete one of the "missing links" in the City of Everett's
pedestrian and bicycle trail around the Everett peninsula. The bridge will connect East Marine
View Drive near Jackson Park to the Snohomish River front by spanning the Burlington
Northern/Santa Fe (BNSF) railroad yard and continuing north to a planned business
development along the river.
This proposal is for the second step in realizing the completion of the bridge. The first step was
a concept development report by KPFF, dated March 12, 2003, that determined an approximate
bridge alignment. This second phase of the work will include surveying, geotechnical
explorations and engineering, bridge aesthetics design, civil and structural engineering,
wetlands delineation, and definition of permitting requirements to enable the bridge type, size
and precise location (TS&L) to be determined.
TS&L APPROACH
KPFF's approach to preparing the bridge TS&L report will be to first perform several data
gathering tasks. These will include:
• Design criteria documentation.
• Topographic surveying and property boundaries determination.
• Geotechnical exploration and engineering.
• Environmental:
o Wetlands and streams delineation.
o Impact analysis.
o Permit requirements.
o Other critical areas identification.
• Railroad coordination.
• Trail alignment workshop.
• Bridge aesthetics workshop.
Based on the findings of the data gathering tasks, KPFF will prepare the bridge type, size,
and location report.
Future phases of work will include obtaining permits, preparing legal documents for
acquisition of property or easements, and preparation of construction documents.
12
