EXHIBIT A-2 <br /> 1 0 SCOPE OF WORK <br /> CITY OF EVERETT <br /> ENGINEERING SERVICES <br /> FOR <br /> REPLACEMENT OF WATER TRANSMISSION LINES 2 AND 3—PHASE 6 <br /> PROJECT <br /> ALTERNATIVE DESIGN CONCEPTS STUDY AND DEVELOPMENT <br /> INTRODUCTION <br /> A re-evaluation of design alternatives for replacement of water transmission lines 2 and 3 will be <br /> performed in order to achieve a lower cost solution for construction of the replacement water <br /> transmission lines for Phase 6. Following a bid evaluation for the construction of the Phase 6 <br /> and Phase 7 water transmission line contracts, the City elected to reject all bids due to higher <br /> than anticipated construction costs and did not award either contract in April 2005. The <br /> reassessment of design alternatives will include a review of alignments, design criteria, approach <br /> and assumptions, permitting requirements and constraints, constructibility, cost drivers in the <br /> bids received during the previous bidding of the Phase 6 and 7 contract(s) and construction costs. <br /> This study will be undertaken for up to four alternatives in order to select a preferred alternative. <br /> These are: <br /> • Modifications to the Existing Pile Supported Design <br /> • Use of an extended at-grade road <br /> • Buried pipeline located along south side of dike <br /> • Horizontal directional drilling <br /> Initial work will focus primarily on the first alternative above. If sufficient cost savings are not <br /> likely to be realized with this alternative, the City will authorize evaluation of some or all of the <br /> other alternatives at their discretion. <br /> The scope of work for this study includes Project Management, Meetings, and Quality <br /> Assurance/Quality Control, Development and Evaluation of Alternative Design Concepts, <br /> Constructibility Workshops and Cost Estimating, Supplemental Geotechnical Investigations and <br /> Permitting Assistance as further described below. <br /> Final Design of the recommended design concept will be added by amendment at a later date. <br /> The following scope of work describes the activities to be completed by MWH America's Inc. <br /> (hereinafter referred to as"Engineer") and it's subconsultants. <br /> MWH 1 EVERETT PHASE 6-Supplemental Agreement No 2 <br /> 8/5/05 3.
