EXHIBIT A-2
SCOPE OF WORK
10
3. Other considerations
• Use of WSDOT road at west end
• Fixed end pile connections
• Sliding saddle supports
• Vertical piles
• HDD trenchless construction (limited geotechnical input)
D. Project Management and Meetings. Participate in an Alternatives/Constructibility Workshop
after completion of the initial analysis. Provide needed project management associated with
the subcontracted services.
E. Supplementary Geotechnical Memorandum. Prepare a technical design memorandum
summarizing the results of this initial geotechnical work, which may be presented in the form
of an addendum to the geotechnical design memorandum. Incorporate additional information
collected from the supplemental geotechnical investigation and laboratory testing programs,
update foundation conditions, engineering properties of soils, design criteria, etc.
Task 5. Alternative Design Concepts Evaluation
Identify, develop and evaluate alternative design concepts for the replacement of Pipelines 2 and
3 for Phase 6 that might ultimately result in a lower cost solution for design and construction of
the Phase 6 Project (Transmission Lines 2 and 3). The work will include the following:
A. Brainstorming Workshop. Investigate the potential for use of construction mats, pontoons,
and use of an at-grade road in lieu of pile supported construction access. Review potential
environmental and regulatory impacts associated with this and associated with a possible
extended fisheries impact construction window. Prepare for and attend an initial
Brainstorming meeting with City staff to identify various potential options for reducing
costs of construction for Phase 6.
B. Interviews With Bidders. Initiate and conduct interviews with three Contractors that
submitted bids on the original Phase 6 elevated pile supported design to receive input and
ideas regarding potential cost saving concepts. Identify methodologies, construction
assumptions, general conditions or specification requirements, risk allocation, or other
factors that were cost drivers that resulted in the higher than anticipated construction costs
in the bids and potential alternative approaches that could be considered to reduce overall
construction cost. Prepare and transmit written questions to each Contractor prior to the
interview. Arrange and conduct interview at MWH office and prepare written meeting
notes. Interview may be conducted remotely by telephone if desired by Contractor.
C. Develop and Evaluate Alternative Design Concepts. Develop and assess alternative design
concepts to the original Phase 6 design. Consider four basic alternatives, as described
below. The alternative evaluation work associated with the at-grade road (item 2), buried
pipeline south of the dike (item 3), and HDD (item 4) options will proceed only upon
authorization from the City at their discretion.
MWH Page 4 EVERETT PHASE 6-Supplemental Agreement No 2
8/5/05 EXHIBIT A-2—SCOPE OF WORK
3
