EXHIBIT A-2 10 <br /> SCOPE OF WORK <br /> D. Alternative/Constructibility Workshop. Conduct three-day workshop to review each <br /> alternative design concept, design criteria and approaches for each alternative, optimization <br /> of the design concepts,permitting and easement requirements, constructibility, develop list <br /> of advantages and disadvantages of each alternative, discussion of cost drivers, and <br /> development of comparative engineering estimate of probable cost. A site visit of the <br /> workshop team will be made on the first day. Participants to include City, design team, <br /> geotechnical engineer, cost estimator and contractors (1-MWH Constructors, and 1- <br /> consultant). <br /> E. Develop Cost Estimates. Following completion of the alternatives/constructibility <br /> workshop, further develop preliminary cost estimates for the two most preferred <br /> alternatives. <br /> F. Prepare a Summary Memorandum. The alternative design concepts evaluations will be <br /> summarized in a memorandum describing the alternatives considered and identifying the <br /> recommended design. It will present the following: introduction and background <br /> information, description of existing conditions and original design concepts, alternatives, <br /> proposed construction methods and sequencing, permit requirements, and project <br /> implementation (i.e. preliminary cost estimates and schedule) for the preferred alternative. <br /> Identify the location and extent of any new temporary or permanent easements that are <br /> determined to be required for construction access. Meet with the City to receive comments <br /> and review the draft submittal. Eight (8) copies of the draft and eight(8)copies of the final <br /> memorandum will be provided to the City. <br /> Task 6. Permitting Assistance <br /> It is assumed that the City of Everett will continue to take the lead in permit acquisition and <br /> Regulatory agency consultation relative to permitting issues that may arise during evaluation of <br /> the alternative design alternatives. The MWH team will assist the City, as requested, in <br /> evaluating permitting issues as further described below. <br /> The following permitting assistance will be completed to help determine the potential <br /> environmental impacts and permitting implications of the various alternatives considered. The <br /> work will proceed only upon authorization from the City at their discretion <br /> A. Approximate Critical Areas Identification. A field inspection will be completed to review <br /> field conditions south of the existing dike road to approximate the location, extent, and <br /> conditions of any critical areas that may be impacted by a possible alternative involving a <br /> buried pipeline lying parallel to and south of the existing dike. This information will be <br /> presented on markups of existing aerial mapping but will not be sufficient to constitute <br /> formal wetland delineation in this area. Critical areas are defined by Snohomish County, <br /> the State of Washington, and the U.S. Army Corps of Engineers, and include wetlands, <br /> streams, habitat areas that may support endangered species, and shorelines. This <br /> approximation work will encompass wetlands estimated to be within 100 feet of the <br /> potential pipeline construction corridor.
