• Exhibit A(cont.)
This information will be presented and discussed with the city at a meeting at the WFP to gain
consensus on the layout.
2. Based on comments from the meeting identified in# 1,ECS will revise the layout and deliver this
information to the PUD for them to use to develop their engineering and construction cost
estimates.
3. ECS will develop a preliminary estimate of anticipated engineering and construction costs of having
the PUD design and construct the underground power distribution system as identified in the
revised layout.
4. ECS will review the cost proposal developed by the PUD.
5. ECS will meet with City staff at the WFP to discuss the findings of the PUD proposal.
Task 3- In-Plant Power Reliability Project Components:
1. ECS will meet with city staff at the WFP to develop a listing of potential power reliability concepts.
Initial concepts discussed in the 1/15/04 meeting included:
• Development of a redundant back-up power supply for the operations building
• Providing a direct feed from the 1250kW generator to the backwash pumps.
2. ECS will prioritize the list with the city and choose up to 4 concepts to evaluate possible
configurations to accomplish the concept, the pros/cons and order of magnitude costs of the
concepts. Prepare a written evaluation of the concepts. Concepts documentation will include a
description of the concept, a table listing pros and cons of each concept option and a draft
drawing/figure depicting each option.
3. ECS will submit the draft documentation to the city for review.
4. ECS will meet with the city staff at the WFP to discuss the concepts. In this meeting, each concept
will be discussed and the options for each concept will be ranked.
5. Based on the discussions and ranking developed in the review meeting, ECS will prepare final
documentation for each concept and submit to the city.
Task 4- Separate Power Monitoring Project Components
1. ECS will meet with the city at the WFP to discuss facilities that are desired to have a separate
electrical service monitor and discuss in general terms Code and requirements that will need to be
addresses. Facilities that are being considered are:
• Operations Building
• Blower Building
• Backwash Pumps
• Recycle Pump Station
• Finished Water Pump Station No 1
• Finished Water Pump Station No 2 (may require 2 meters)
• 290kW Generator Building
• Portal Service
2. ECS will develop installation criteria for each of the 7 facilities and document construction
requirements.
3. ECS will develop order of magnitude costs for each of the installations.
4. ECS will prepare and submit the draft documentation to the city for review.
5. ECS will meet with the city staff at the WFP to discuss the documentation.
6. Based on the discussions ECS will prepare final documentation for each concept and submit to the
city.
18
