An Ordinance of the City of Everett calling for an election to submit an annexation proposal for the Cascade Highlands /Hilton Place area to the voters in the area proposed to be annexed. WHEREAS, on June 8, 2005, the City Council adopted Resolution No. 5635 calling for an election of the Cascade Highlands area; and WHEREAS, the Boundary Review Board's jurisdiction was not invoked during the 45 day review period which expired on August 4, 2005; and WHEREAS, the Boundary Review Board sent a letter dated August 16, 2005, deeming the annexation approved and authorizing the City to proceed with the election; and WHEREAS, the City Council finds that the qualified voters of the Cascade Highlands/ Hilton Place area should have an opportunity to vote on whether they desire to be annexed to Everett; and WHEREAS, the annexation of this area will further the goals and policies of the City of Everett Comprehensive Plan; NOW, THEREFORE, the City of Everett does ordain: Section 1: A proposal was initiated by the City, pursuant to RCW 35.13.015, for the annexation by the election method of the Cascade Highlands/Hilton Place area described herein. As such, an election shall be submitted to the voters in the Cascade Highlands/Hilton Place area regarding the question of annexation. Section 2: The boundaries of the proposed annexation area are depicted in the attached map (Exhibit 1) and described in the attached legal description (Exhibit 2) which are incorporated herein by this reference as if set forth in full. Section 3: The City of Everett will pay the cost of the annexation election. Section 4: The area to be annexed shall upon annexation be assessed and taxed at the same rate and on the same basis as property within the city, except for existing City indebtedness contracted prior to or existing at the date of annexation. 44 0
