housing, or literally being evicted with nowhere to go and with their possessions placed on the
sidewalk. Negotiated settlements can also result in a payment plan which would to allow the tenant
to retain their tenancy based on various conditions, thus avoiding the eviction altogether.
General Administration
[Add description of general administrative services to be performed in support of activities noted above]
N/A; our budget is specifically geared to direct services.
B. National Objectives
The Subgrantee certifies that the activities carried out with funds provided under this Agreement will
meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income
persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development
needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe how this
National Objective will be met.
The activities carried out will benefit low/moderate income persons, as SCLS only serves individuals
up to 200% of the federal poverty guidelines at Housing Justice Project. Also, the activities will aid in
the prevention or elimination of slums or blight: By working as attorneys for low income tenants and
enforcing their rights, we help educate landlords as to the importance of habitable properties for
those with limited means, and ensure a fair playing field within the local rental market.
C. Performance Monitoring
The City will monitor the performance of the Subgrantee against goals and performance standards
required herein. Substandard performance as determined by the City will constitute non-compliance
with this Agreement. If action to correct such substandard performance is not taken by the
Subgrantee within a reasonable period of time after being notified by the City, contract suspension or
termination procedures will be initiated.
A-2
