ATTACHMENT A <br /> DOWNTOWN EVERETT BUSINESS IMPROVEMENT AREA <br /> BUDGET FOR CALENDAR YEAR 2003 <br /> REVENUES <br /> 2003 assessment (reflecting 25% reduction) $97,500 <br /> Transfer from City BIA Assessment balance $32,500 <br /> Appropriation from Downtown Everett Association $45,000 <br /> TOTAL $170,000 <br /> EXPENDITURES <br /> CLEANING AND MAINTENANCE OF 100,000 <br /> DOWNTOWN (cleaning sidewalks, alleys, <br /> weeding, emptying trash containers, removing <br /> graffiti, pressure washing sidewalks, etc.) <br /> MARKETING 65,000 <br /> (support and promotion of major <br /> downtown events) <br /> PUBLIC SAFETY 2,000 <br /> (Funding for additional lighting, <br /> sidewalk repair) <br /> INSURANCE 1,000 <br /> CONTINGENCIES 2,000 <br /> TOTAL $170,000 <br /> ATTACHMENT B <br /> DOWNTOWN EVERETT <br /> BUSINESS IMPROVEMENT AREA SPECIAL ASSESSMENT <br /> FOR THE YEAR 2003 <br /> To finance programs and services authorized in Attachment A, there is levied and <br /> shall be collected annual special assessments upon the buildings and other real property <br /> within the Downtown Everett Business Improvement Area(and the owners thereof), at <br /> the following rates: <br /> All ownerships with primary frontage along main access ways running <br /> north/south shall be assessed at the rate of nine dollars ($9.00)per lineal front foot per <br /> year. <br /> All ownerships with primary frontage along main access ways running east/west <br /> shall be assessed on the basis of a weighted lineal front-foot calculation, as follows: <br /> (Length of ownership's east/west lineal front footage divided by the total length of <br /> east/west front footage from the closest right-of-way line of the closest north/south main <br /> access way to the closest alley right-of-way line) multiplied by the north/south depth of <br /> ownership multiplied by nine dollars ($9.00) equals the annual assessment. <br />
