These interim guidelines and requirements are adopted by the City Council to provide <br /> consistency between the projects that are approved under the provisions of Ordinance No. <br /> 2346-98 and the intent of the ordinance. The guidelines and requirements set forth herein <br /> shall be applied by the Director of Planning and Community Development (Director) in <br /> consultation with the Building Official, and Legal Department. The Director may retain <br /> the services of a qualified design professional(s) at the applicant's expense to review the <br /> application and provide the City with recommended design requirements. <br /> 1. Architects. Projects shall be designed by qualified, licensed architects. <br /> 2. Architectural features. Buildings will provide significant architectural features <br /> including but not limited to the following: <br /> A. Significant detail and relief on the facades of the building to create buildings <br /> which have character and represent quality of construction. Architectural <br /> expression that suggests an urban character and reduces the apparent bulk of <br /> the building into a pedestrian friendly proportion. <br /> B. Prominent entryways that are attractive and inviting to both residents and <br /> pedestrians. <br /> C. Building materials and colors which highlight, enhance or help create <br /> significant architectural features. <br /> D. Scale, bulk, and relationships with surrounding buildings and context <br /> appropriate to the underlying zoning. <br /> E. Windows, bay windows, porches, and other features to provide or support a <br /> significant theme to the building structure. <br /> F. A significant building roofline consistent with the exterior design theme. <br /> G. A building design theme and features compatible with surrounding properties <br /> or consistent design themes that will complement the downtown core. <br /> H. Other architectural features as deemed appropriate by the Director. <br /> 3. Building materials. Building materials shall reflect a permanent and lasting quality <br /> and an investment in the structure as well as the community. Exterior street levels and <br /> entryways should be brick, masonry or other lasting materials as approved by the <br /> Director. Exterior materials above the ground level shall convey a sense of permanence <br /> and quality, with a preference toward brick, masonry or other similar materials. Metal <br /> wall planking/siding shall not be permitted. Concrete or other masonry materials shall <br /> use texture and/or color to present an attractive façade. <br /> 4. Relationship to the street. The building shall demonstrate a contextual relationship <br /> to the street and shall enhance the pedestrian experience at the ground/sidewalk level by <br /> providing visual connection between activities inside and outside the building. Visual <br /> access to the street, windows, and features that make the building visually attractive are <br /> appropriate tools to accomplish this objective. People-generating uses are required on the <br /> majority of all street frontages. <br /> 2 <br />
