5. Inmate Transport Tunnel: An underground tunnel separating prisoners from other users <br /> with direct connection between existing courthouse and new jail. <br /> 6. Administration Building Addition: The new administration building will be developed <br /> within an architectural language consistent and compatible with other new and existing <br /> campus buildings. <br /> 7. Public Plaza <br /> Monuments: Several monuments would be temporarily removed and then re-positioned <br /> in the new plaza. <br /> 8. Historic Preservation: The Plan does not anticipate removing or relocating the Mission <br /> Building. No changes will occur to the historic exterior of the Carnegie Building. The <br /> building may be temporarily occupied by uses relocated due to the demolition of other <br /> structures. <br /> 9. Frontage and Landscape Improvements: Street trees, street lighting, decorative lighting <br /> and security lighting, including street furniture and pedestrian amenities will be provided <br /> along all campus perimeter roads. The level of detail and design quality will meet or <br /> exceed all current City requirements. The Plan will be consistent with City plans to <br /> develop Wall Street as a quality pedestrian oriented streetscape along the County <br /> Campus edges. Special attention and detail will be given to spaces as pedestrian and <br /> outdoor gathering areas. <br /> 3.5 BULK STANDARDS VARIATIONS: <br /> All building height and setback requirements of the Everett Zoning Code will be met by the <br /> CRI plan as proposed, with the following exceptions: <br /> A. Jail Expansion: The Jail height will likely exceed current height limits (50 feet) on a <br /> portion of the building site (primarily the southern third of the current jail block). The <br /> new jail building height will be greater than the existing jail (120 feet), but will not likely <br /> exceed the 200-foot existing height limit on the other portion of the block. The new jail <br /> will be limited to 200 feet in height. <br /> 3.6 SITE PLAN: <br /> The site plan is included as Attachment A to this Agreement. It may be modified over time <br /> based partly on amendments to this Agreement as those occur. As modifications are made in <br /> other venues (public hearings, public meetings, Staff review, outside agency review, etc.), the <br /> Agreement will be amended to reflect those modifications, as necessary. <br /> 3.7 TRANSPORTATION IMPROVEMENTS: <br /> A Traffic Impact Analysis (TIA)was completed by Perteet Engineering for this project and is <br /> adopted by reference as Attachment C to this Agreement.
