5. Inmate Transport Tunnel: An underground tunnel separating prisoners from other users
with direct connection between existing courthouse and new jail.
6. Administration Building Addition: The new administration building will be developed
within an architectural language consistent and compatible with other new and existing
campus buildings.
7. Public Plaza
Monuments: Several monuments would be temporarily removed and then re-positioned
in the new plaza.
8. Historic Preservation: The Plan does not anticipate removing or relocating the Mission
Building. No changes will occur to the historic exterior of the Carnegie Building. The
building may be temporarily occupied by uses relocated due to the demolition of other
structures.
9. Frontage and Landscape Improvements: Street trees, street lighting, decorative lighting
and security lighting, including street furniture and pedestrian amenities will be provided
along all campus perimeter roads. The level of detail and design quality will meet or
exceed all current City requirements. The Plan will be consistent with City plans to
develop Wall Street as a quality pedestrian oriented streetscape along the County
Campus edges. Special attention and detail will be given to spaces as pedestrian and
outdoor gathering areas.
3.5 BULK STANDARDS VARIATIONS:
All building height and setback requirements of the Everett Zoning Code will be met by the
CRI plan as proposed, with the following exceptions:
A. Jail Expansion: The Jail height will likely exceed current height limits (50 feet) on a
portion of the building site (primarily the southern third of the current jail block). The
new jail building height will be greater than the existing jail (120 feet), but will not likely
exceed the 200-foot existing height limit on the other portion of the block. The new jail
will be limited to 200 feet in height.
3.6 SITE PLAN:
The site plan is included as Attachment A to this Agreement. It may be modified over time
based partly on amendments to this Agreement as those occur. As modifications are made in
other venues (public hearings, public meetings, Staff review, outside agency review, etc.), the
Agreement will be amended to reflect those modifications, as necessary.
3.7 TRANSPORTATION IMPROVEMENTS:
A Traffic Impact Analysis (TIA)was completed by Perteet Engineering for this project and is
adopted by reference as Attachment C to this Agreement. The improvements recommended
as a result of this TIA are included in Attachment A(Site Plan)and Attachment B (Mitigation
Conditions).
Development Agreement Page 9 Snohomish County
Campus Redevelopment Initiative
