, <br /> government remaining in downtown Everett,the central and traditional location for <br /> conducting County business; and <br /> 6. The City Council adopted on June 7, 2002, Resolution No. 4913 supporting the <br /> Snohomish County Executive's recommendation to the County Council regarding the <br /> retention and expansion of governmental functions and operations in downtown <br /> Everett; and <br /> WHEREAS,the City Council finds that: <br /> 1. The County's has limited space within the downtown core within which to <br /> conduct its governmental offices and operations; and <br /> 2. Certain of the B-3 development regulations will limit the County's redevelopment <br /> opportunities if applied to County's entire downtown campus site; and <br /> 3. The County redevelopment will include an administration building addition,jail <br /> addition, new parking facilities, plaza improvements and streetscape; and <br /> 4. The County currently has split zoning on its property and it is advantageous for <br /> the entire property to be zoned B-3; and <br /> 5. The County's proposal, as developed overtime, will meet or exceed the <br /> performance-based intent of the City's B-3 development standards in order to <br /> provide an exceptional civic environment enhancing the City's downtown; and <br /> 6. The County's desire changes in the standards to the City's B-3 Zone to permit the <br /> jail to exceed the height standards and to allow a variation in the landscaping <br /> standards; and <br /> 7. The City desires to specifically change the regulations in the B-3 Zone as they <br /> apply only to County's property; and <br /> 8. The County desires to implement this proposed rezone through the City's Planned <br /> Development Overlay process and through the adoption and execution of a <br /> Development Agreement as provided in Chapter 41 of the Zoning Code; and <br /> 9. The proposed rezone will result in the property being developed for governmental <br /> uses and is consistent with the Everett Comprehensive Plan; and <br /> 10. The proposed rezone will likely result in a project that is of a higher quality and <br /> more compatible and complementary to neighboring uses and, as such, will better <br /> implement the City's general plan; and <br /> 2 <br />
