, <br /> < < <br /> 11. The County's proposal would be enhanced by the incorporation of works of art; <br /> and <br /> WHEREAS,the City Council concludes: <br /> 1. Modification of the B-3 Zoning standards, as proposed by the County, is consistent <br /> with the intent of the City's Comprehensive Plan for the overall site; and <br /> 2. The proposal meets all of the criteria listed in Chapter 29, Section 29.050 C of the <br /> Zoning Code; and <br /> 3. The proposal as modified by the proposed conditions, will not have any significant <br /> impacts on the environment; and <br /> 4. The public will benefit from the County's redevelopment of its campus with its <br /> complementary features enhancing the civic environment; and <br /> 5. The surrounding property will not be detrimentally affected by the changes to the <br /> regulations; and <br /> 6. The property described in Exhibit A shall be zoned B-3 with a PDO designation; and <br /> 7. The proposed changes to the B-3 Zone for this property bear a substantial relation to <br /> the public health, safety or welfare; and promote the best long term interests of the <br /> Everett Community; and <br /> 8. The proposed rezone meets all of the criteria of the City's Zoning Code for PDO <br /> rezones; and <br /> 9. The City encourages the County to incorporate works of art into the construction of <br /> the proposal, whenever possible, in consultation with members of the local arts <br /> community; and <br /> 10. The proposed rezone shall be implemented through a Development Agreement as <br /> provided in RCW 36.70B.170. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT: <br /> Section 1: Rezone-PDO Approval. <br /> 3 <br />
