1. Introduction <br /> In 2000, Snohomish County considered a move of its administrative offices to a location <br /> away from downtown Everett. This occurred at the same time that necessary additions <br /> were being considered for the Snohomish County jail to house "pre-adjudication" (pre- <br /> trial) prisoners. After consultation with City of Everett leadership and a working <br /> agreement to build an office building along with a jail addition, the County Council <br /> decided to retain offices in downtown Everett, to update long-term space needs studies <br /> and to proceed with construction of a renovated government campus. This program is <br /> called the Campus Redevelopment Initiative or CRI. <br /> The County is proceeding with an application to the City of Everett for approval of a <br /> Planned Development Overlay (PDO) for the three-block area bounded by Pacific <br /> Avenue, Wetmore Avenue. Wall Street and Lombard Avenue. The PDO would include a <br /> Site Plan and a Development Agreement. <br /> On October 15, 2001, the Snohomish County Council adopted a preferred alternative for <br /> the CRI which would include the following improvements to be completed by 2005: <br /> • demolition of the Administrative Annex at Rockefeller and Wall Streets <br /> • demolition of the Ginni Stevens Hearing Room <br /> • demolition of the County parking garage between Pacific and Wall on Oakes <br /> • demolition of the Pacific Annex of the County Jail <br /> • demolition of the Work Release building near the County Jail <br /> • a new building addition to the jail on the block bounded by Pacific, Oakes, Wall <br /> and Lombard to accommodate 640 new pre-adjudication beds (1040 total) <br /> • addition of a 150-200,000 square foot administrative office building at Pacific and <br /> Oakes <br /> • remodel of the existing County administration building <br /> • retention of the historic Carnegie Building and Mission Building in their present <br /> condition <br /> • an eastward expansion of the existing pedestrian plaza fronting Wall Street <br /> • streetscape and landscaping improvements throughout the renovated campus <br /> • a new parking garage below ground under the pedestrian plaza to include 1.200 <br /> parking stalls <br /> • a tunnel extending from the jail to the courthouse for the secure transport of <br /> inmates <br /> Further improvements on the campus, such as expansion of court room facilities. are <br /> contemplated at later dates. This Transportation Impact Analysis considers the longer <br /> term developments, but proposes mitigations only for the known developments to be <br /> completed by 2005. <br /> Development of the County Campus Redevelopment Initiative is being prepared by <br /> NBBJ Architects with assistance from Perteet Engineering, Inc., Shockey Brent, and Reid <br /> Middleton.
