Transit Facilities <br /> The County CTR program is highly dependent on increasing the transit share of commuter trips. <br /> The County will invest in improved transit amenities as part of its frontage improvements. High <br /> quality transit shelters will be provided at key transit stops. The County will support higher <br /> levels of transit service immediately adjacent to the campus with the conversion of Wetmore <br /> Avenue to a two-way street and designation as a "transit oriented" street with shuttle routes from <br /> the Everett Station multi-modal facility. The County will also assist in negotiating with <br /> Community Transit and Sound Transit to provide direct bus service on Wetmore Avenue, Pacific <br /> Avenue and Hewitt Avenue. The County will improve pedestrian facilities on and adjacent to the <br /> campus to encourage walking to transit stops and to the Everett Station. <br /> Pedestrian and Bicycle Facilities <br /> The County redevelopment will include significant enhancements of pedestrian facilities to <br /> encourage more walking trips within the downtown area. The pedestrian routes to major <br /> destinations, such as adjacent transit stops, may include climate protection and enhanced security <br /> elements. The County will also invest in enhanced bicycle facilities for employees, including 75 <br /> to 100 highly prominent and accessible bicycle lockers, with showers and change rooms. <br /> Traffic Mitigation <br /> The City of Everett's mitigation policy as outlined in Ordinance 2425-99 requires a contribution <br /> to the City for a development's fair share cost of implementing future local transportation <br /> improvements. The contribution is based on the traffic mitigation fee at the time of the formal <br /> application. The current fee in the downtown area is $900 per PM peak hour trip for all projects <br /> that generate 10 or more daily trips. The campus expansion proposed for 2005 will generate <br /> about 120 net new PM peak hour trips, assuming that the CTR goals are achieved. This will <br /> require a mitigation fee of$108,000. <br /> Traffic impacts on other City streets and intersections are not significant and would not require <br /> any further mitigation. However, other frontage improvements are required including rebuilt <br /> sidewalks with bulb-outs for pedestrian crossings. transit shelters with lighting and CCTV <br /> security, and upgrading of the traffic control signal at Pacific and Rockefeller. <br /> Construction Impacts and Mitigation <br /> Construction of the underground parking facility and the jail and administrative building <br /> additions will create some construction traffic impacts. This is compounded by several <br /> other construction projects in the downtown at the same time. including the City of <br /> Everett's Special Events Center and several road and utility projects. In addition. the loss <br /> of approximately 600 County parking spaces during the construction period will create <br /> severe shortages for County employees, visitors and other existing needs. A parking and <br /> construction traffic mitigation plan is being developed and implemented in conjunction <br /> with the City of Everett. <br /> CRI Transportation Impact Analysis Page 2 June 2002 <br />
