4. Existing Travel Behaviors and Parking Demands <br /> Current travel behavior for the people arriving at the County Campus was derived from <br /> data provided by the County and from special travel surveys conducted by Perteet <br /> Engineering in August 2001. Four separate groups were identified from this data for <br /> evaluation of parking and traffic demands: <br /> • Employees <br /> • Jurors <br /> • Customers and Visitors <br /> • Fleet vehicles <br /> 4.1 Employees <br /> Travel behavior for employees was available from the Commute Trip Reduction (CTR) <br /> records submitted each year by the County. The County has a relatively good CTR <br /> program. However, it was found that on an average day about 71% of County employees <br /> (including so-called '`exempt" employees) drive alone in single occupant vehicles (SOVs) <br /> while about 17%carpool or vanpool, 5% take the bus, 3% bicycle or walk, and 3% of <br /> employees do not travel to the campus at all on that day due to sickness, vacation, out-of- <br /> town business, or telecommuting. This data was collaborated by the Perteet Engineering <br /> travel surveys conducted in August, 2001. <br /> Employee parking demand calculations were made on the basis of these travel patterns, <br /> including discounts for carpools and vanpools. In calculating the employee parking <br /> demands, the number of employees at the jail was discounted by 50% to reflect the fact <br /> that all of them do not work on the weekday shift. <br /> It is estimated that about 1.190 parking spaces are required today to meet employee <br /> demands while only about 450 parking spaces are provided for employees in County <br /> owned parking facilities. This means that about 740 employees use other parking <br /> facilities in the downtown area including about 350 who park on the street according to <br /> our surveys. <br /> 4.2 Fleet Vehicles <br /> The County currently uses about 270 parking spaces for fleet vehicles. Many of these <br /> vehicles are located in leased space at the Everpark garage. Some of these vehicles might <br /> be used by employees and may result in some double counting of parking demand. <br /> 4.3 Jurors <br /> There are two County-owned parking lots set aside for jurors and additional space is <br /> rented from the Wells Fargo garage as it is needed. Jurors are provided parking passes in <br /> the mail when they are summoned for jury duty. All jurors surveyed reported driving in <br /> single occupant vehicles (SOV). The average-day parking demand for jurors in 2001 is <br /> about 90 parking spaces. The needs are about 40% higher on Mondays when jurors are <br /> first summoned and about 20% less on Fridays when fewer trials are still in session. <br /> CRI Transportation Impact Analysis Page 8 June 2002 <br />
