5. Campus Growth and Future Travel Behaviors
5.1 Employee Growth and Space Consolidation
Projections of future staff needs in terms of"full-time equivalent" (FTE) employees were
provided by the County and are summarized on Table S.
The existing administrative staff is located in buildings on-campus and off-campus leased
space. The Administration FTE's for 2001 include on-campus and off-campus
downtown employees. It is assumed that these employees will move on-campus by 2005
with the consolidation of floor space.
Table 5
Full-Time Equivalent (FTE) Employee Projections
Existing(2001) County FTE Employees
Day-time
On-Campus Leased Space Total On-Campus
Administrative 599 565 1,164 589
Courts 200 94 294 200
Jail 275 0 275 117
Total 1,074 659 1,735 906
2005 County FTE Employees
Administrative 1,164 0 1,164 1,154
Courts 294 0 294 294
Jail 450 0 450 205
Total 1,908 0 1.908 1,653
Growth from 2001 to 2005
Growth 1 834 (659) 175 747
It is also noted that the staff for the jail /justice center work 7 days a week and 24 hours
per day. The typical weekday shift accounts for about fifty percent of the FTE
requirements. These staff do not contribute to the typical weekday traffic demands and
have been subtracted from the total FTE's to produce a net "Day-time On-Campus" FTE
population, as shown on Table 5.
5.2 Employee CTR Objectives and Travel Demands
The County Campus is a Commute Trip Reduction(CTR) employer. Its goal is to reduce
non-exempt employee commuter travel by single-occupant vehicle (SOV) to 53% of all
work trips. Currently, we estimate that about 71% of all county employees are SOV
commuters. However, employees who are required to take County vehicles home for
their work are exempt from the CTR goals. The County CTR report for 2000 indicates
that about 63% of the non-exempt employees use SOV's for commuting.
The County currently has a very progressive CTR program. There are priority parking
and reduced parking fee incentives for carpools and vanpools, and subsidies are available
CRI Transportation Impact Analysis Page 10 June 2002
