for employees who use transit and vanpools. The ability of the County to attain its CTR <br /> goal will have a significant impact on parking and traffic demands. More aggressive <br /> methods of incentives will be required in the future to meet these goals. For example, it <br /> is estimated that use of carpools for commuting will need to increase from 14% of <br /> employees to 21% for all employees, exempt or not, while transit usage will need to <br /> increase from 5% to 15% for all employees <br /> Future employee parking demands have been calculated in Section 6 using the FTE <br /> employee growth shown above and both current travel behavior and future travel <br /> behavior to meet the CTR goals. <br /> 5.3 Fleet Vehicles <br /> County vehicles currently constitute a significant part of the parking facilities owned or <br /> leased by the County. The projected use of County fleet vehicles was based of the <br /> growth of County employees, particularly the administrative group. The future number <br /> of fleet vehicles and parking spaces was therefore calculated as proportionate to the <br /> growth of the administrative FTE employees. <br /> The number of County vehicles and the number of parking spaces required could <br /> potentially be reduced by using a more central booking and dispatching center where <br /> vehicles could be shared between departments. Alternatively, substantial parts of the <br /> fleet could be garaged in an off-campus location with shuttle services. <br /> 5.4 Jurors <br /> Jurors in Snohomish County are effectively encouraged to drive alone for jury duty by <br /> the policy of providing free parking or reimbursing parking costs. Our surveys indicated <br /> that few, if any,jurors use transit or non-motorized travel modes. <br /> It is understood that jurors in King County and Pierce County are not provided with free <br /> parking. They are mailed a bus pass along with the jury summonses and then reimbursed <br /> for further bus travel. If they wish to drive alone and park near the courthouse. they must <br /> find commercial parking and pay for the parking out of their own pocket. <br /> It will likely be very difficult to change the travel behavior of Snohomish County jurors <br /> immediately. If the bus pass alternative was introduced in Snohomish County, it is <br /> expected that most jurors would still drive their own vehicles because of the relative <br /> availability of on-street parking and the relatively low-cost of off-street parking in <br /> downtown Everett. However, the bus pass concept is being pursued on the basis that it <br /> will have impacts on behavior over the longer term. <br /> 5.5 Customers and Visitors <br /> Travel behavior for customers and visitors and visitors can be affected in several ways. <br /> First, by making improvements in transit, bicycle and pedestrian infrastructure, more <br /> customers and visitors will be comfortable using these alternate modes. <br /> Secondly, travel behavior can be significantly changed by alternate ways of delivering <br /> information and services.
