meetings, etc., the total number of parking spaces required can frequently be reduced by <br /> 10% to 30% depending on the mix of the type of parking required. This allows more <br /> permits to be issued than there are parking spaces. <br /> More aggressive incentives for"festival" parking would help reduce overall demands. It <br /> is assumed that most fleet vehicles are"on the road" during the day. The current use of <br /> separate parking areas for fleet vehicles results in many empty spaces during the day. <br /> The use of"festival" parking for fleet vehicles may also produce significant savings. <br /> However, it is considered that the "53% SOV" CTR goals are probably not achievable by <br /> 2005. A more attainable goal would be "60% SOV" CTR. This would produce 1,100 <br /> employee parking spaces, but using a 10% "festival parking" discount, only 1,000 <br /> equivalent parking spaces would be required. The potential reductions of parking space <br /> demands by better management and the "60% SOV" CTR program are shown on Table <br /> 8. If all of these measures are implemented, the total off-street parking needs for 2005 <br /> could be reduced to about 1,385 parking spaces. <br /> Table 8 <br /> Off-street Parking Facilities Required for 2005 <br /> Using "60% SOV" CTR, Festival Parking and Other Management Measures <br /> 60% SOV Festival Net Parking <br /> Discount Required <br /> Employees 1,100 100 1,000 <br /> Fleet 270 50 220 <br /> Jurors 80 0 80 <br /> Visitors 85 0 85 <br /> Total Demand 1,535 150 1,385 <br /> It is essential to understand that to achieve these lower levels of demand for parking <br /> spaces, several other programs and incentives must be developed and implemented. <br /> Some of these will include the following: <br /> • Much more effective CTR program to meet the 60% SOV goal. <br /> • Developing specific targets for travel by non-SOV modes to measure progress over <br /> time. <br /> • Construction of highly attractive, secure and visible bus shelters /bus zones on the <br /> campus. <br /> • Negotiating with Everett Transit, Community Transit and Sound Transit to ensure <br /> direct bus service to the campus. <br /> • Providing better on-campus facilities and incentives for cyclists and pedestrians. <br /> • Developing more specific policies or incentives for telecommuting. <br /> • Providing drop-off facilities for many customer services on-campus and off-campus. <br /> • Sending jurors bus passes rather than parking passes with their summonses. <br /> • Increasing parking fees to market rates with greater disincentives to SOV's and <br /> greater incentives to carpools. <br /> CRI Transportation Impact Analysis Page 16 June 2002 <br />
