Future traffic generated by the County campus expansion by 2005 was estimated by
vehicle type by calculating the increases in the parking activity as previously described in
Section 6.
The future AM Peak Hour and PM Peak Hour traffic generation is summarized on Table
11.
These estimates indicate that there will be about 135 net new trips in the AM Peak Hour
and about 120 net new trips in the PM Peak Hour.
Table 11
2005 Traffic Generation
A M Peak Hour PM Peak Hour
Inbound Outbound Total Inbound Outbound Total
Employees 475 27 502 18 431 449
Fleet 26 11 37 0 4 4
Jurors 80 0 80 0 40 40
Visitor 77 77 154 57 57 114
(Short-term)
Visitor 34 0 34 0 28 26
(Long-term)
Totals 692 115 807 75 558 633
8.3 Future Traffic Conditions for No Build Alternative
Existing (2001) traffic volumes were increased to reflect growth in background traffic.
The background traffic growth, including some modest growth in activity at the County
campus, is estimated at about 3% per annum over the four year period to 2005.
In addition, local traffic volumes were adjusted to reflect the closure of Lombard Avenue
to accommodate immediate development of the Everett Special Event Center. Traffic
generated by the Special Event Center in the AM and PM Peak Hours is expected to be
negligible according to the traffic analyses recently completed. but traffic currently using
Lombard Avenue for other purposes will need to be diverted on adjacent streets such as
Broadway and Oakes Avenue.
The 2005 No-Build traffic volumes for the ten intersections are provided in Appendix A
and the local turning movements are illustrated on Figures 7 and 8 for the AM and PM
Peak Hours respectively.
Level of service analyses were also completed for the No-Build alternative as shown on
Table 12. These analyses indicate that there is minor deterioration of the level of service
at a few intersections but improvement in the level of service at Pacific and Lombard.
CR1 Transportation Impact Analysis Page 26 June 2002
