11. Transportation Mitigation Requirements <br /> 11.1 Traffic Impact Mitigation Fees <br /> The City of Everett's mitigation policy as outlined in Ordinance 2425-99 requires a contribution <br /> to the City for a development's fair share 'cost of implementing future local transportation <br /> improvements. The contribution is based on the traffic mitigation fee at the time of the formal <br /> application. The current fee in the downtown area is $900 per PM peak hour trip for all projects <br /> that generate 10 or more daily trips. The campus expansion proposed for 2005 will generate <br /> about 120 net new PM peak hour trips as calculated in Section 8.2, assuming that the CTR goals <br /> are achieved. This will require a mitigation fee of$108,000. <br /> 11.2 Other Traffic Mitigations <br /> Traffic impacts on other City streets and intetsections are not significant and would not require <br /> any further mitigation. However, transportation related frontage improvements are required <br /> including: <br /> • expanded on-street parking on Wall S4reet and Oakes Avenue. <br /> • upgrading the traffic control signal at Pacific and Rockefeller for the main access to the <br /> underground parking garage <br /> • drive-through access to kiosks or win ows on Oakes Avenue <br /> • controlled access to the sallyport of th Justice Center on Pacific Avenue <br /> 11.3 Transit Facility Mitigations <br /> To reach the target CTR goals and reduce t e parking requirements for the County Campus, <br /> additional investments are needed in transit fa ilities to encourage more staff,jurors, visitors and <br /> customers to use this mode of travel. The folio ing improvements are required: <br /> • enhanced bus shelters with benches and appropriate lighting at bus stops on <br /> Wetmore and Pacific Avenues <br /> • direct and secure pedestrian routes cross and through the campus to bus stops <br /> preferably with some overhead cov r (e.g. awnings) <br /> • possible CCTV security cameras on access routes to and at bus stops <br /> 11.4 Bicycle and Pedestrian Facility Mitigations <br /> To reach the target CTR goals and reduce the parking requirements for the County Campus, <br /> additional investments are also needed in bicycle and pedestrian facilities to encourage more staff <br /> and customers to use these modes of travel. Bicycle parking has been addressed under on-site <br /> requirements, but the following improvements are required to the public right-of-way: <br /> • bicycle access ramps from public streets to secure covered bike lockers and/or <br /> lock-up rooms with showers and personal lockers <br /> • 12 wide sidewalks with bulb-outs for pedestrian crossings on Wall Street, Oakes <br /> Avenue and Wetmore Avenue. <br /> 11.5 Construction Period Mitigations <br /> Construction of the underground parking facility and the jail and administrative building <br /> additions will create some construction traffic impacts. The impacts are compounded by <br /> several other construction projects in the downtown at the same time and the loss of <br /> approximately 430 County parking spaces during the construction period At least 570 <br /> CRI Transportation Impact Analysis Page 43 June 2002 <br />
