There are more than 500 parking spaces in the existing county garage that will also be <br /> demolished. These facilities are primarily used for staff, fleet and handicapped parking. <br /> Handicapped parking will be relocated to the "Diamond" lot in the northwest corner of <br /> Oakes and Wall. The garage is constructed in two separate sections and it is expected <br /> that the north half will be demolished in July 2002, leaving up to 170 parking spaces in <br /> the south half operational until the new 1,200 space garage is opened. Therefore the loss <br /> of parking spaces in the existing garage during the construction period will be limited to <br /> about 330 parking spaces. <br /> Some of the existing activities that generate parking demands will also be temporarily <br /> relocated to the Cogswell (former Bon) building because of the demolition of buildings <br /> such as the Work Release Building on the jail site and the Ginni Stevens auditorium. <br /> This will slightly reduce the existing parking demands in the immediate vicinity of the <br /> site. <br /> However, temporary parking facilities will need to be provided for most of the displaced <br /> parking demands during the construction period. The County will provide a variety of <br /> off-site parking facilities and use existing or special shuttle bus services to bring staff, <br /> jurors, and visitors to campus activities until the new underground parking facility is <br /> completed. The County is currently negotiating to secure more than 570 parking spaces <br /> for the construction period at two locations. The Wells Fargo garage at Wetmore and <br /> California is within two blocks of the campus and will provide about 230 parking spaces. <br /> A further 340 parking spaces are available at the Everett Station at least until commuter <br /> rail starts operating between Everett and downtown Seattle. Everett Station is within <br /> walking distance of the campus and a bus shuttle to the downtown is also available. <br /> 10.4 Construction Parking <br /> Parking for construction workers will be required throughout the 2002 to 2004 period. <br /> The County will work with the contractor to ensure that construction workers are <br /> provided adequate off-site parking facilities with bus or van shuttles to the worksites. <br /> The County will also work the City of Everett to coordinate the needs for all construction <br /> workers in the downtown during this time period. <br /> 10.5 Construction Traffic <br /> Construction of the County facilities will be managed by a General Contractor (GC) or <br /> Construction Management (CM) specialist. Delivery of equipment and materials to the <br /> site will be coordinated by the GC/CM, as well as the schedule of road closures. <br /> Estimates of the number of trucks or schedule of activities are not currently available. <br /> The GC/CM will work closely with the City of Everett through the Traffic Task Force to <br /> develop a reasonable schedule and to minimize the impacts of construction traffic. <br /> CRI Transportation Impact Analysis Page 42 June 2002 <br />
