The Jackson <br /> Project is operated in accordance with a license issued by the Federal Energy Regulatory Commission <br /> (FERC) in 1961 (and as amended in 1983). Two minor amendments to the FERC license are proposed: 1) <br /> elimination of public access to a recreation site on Culmback Dam and 2)removal of a power transmission <br /> line from the project boundary. <br /> The recreation plan approved by FERC in 1994 included a recreation site on Culmback Dam. However, <br /> public assess to the recreation site on Culmback Dam has been restricted for security reasons since <br /> September 11, 2001. The proposed recreation plan amendment will simply formalize the restriction that has <br /> been in place for the last four years. Removal of the power transmission line from the project boundary will <br /> be beneficial to the Snohomish County PUD and will have no effect on water supply system operations. <br /> Some of the information referenced in the attached resolutions is defined by FERC as critical energy <br /> infrastructure information (CREI) and is not considered public information. Information referenced in the <br /> resolutions that is considered CREI is not included in the attachments. The attached two Resolutions will <br /> authorize the Snohomish County PUD to sign the Jackson Project license amendments on the City's behalf. <br /> RECOMMENDATION (Exact action requested of Council): Authorize the Snohomish County Public <br /> Utility District to sign two Jackson Project license amendments on behalf of the City of Everett. <br /> 9 <br />
