The license for the Jackson Project was issued by the <br /> Commission on June 16, 1961. 25 FPC 1160. <br /> (4) Applicant proposes to amend the license as the South Line is not a <br /> "primary line"under § 3(11) of the Federal Power Act(FPA), 16 U.S.C. § 796(11) <br /> (2000) and may not therefore be included in the Jackson Project license boundary. <br /> (5) As co-licensees for the Jackson Project, the PUD and City of Everett have <br /> met the statutory or regulatory requirements of Washington State regarding bed and <br /> banks and the appropriation, diversion, and use of water for power purposes. There are <br /> no such requirements that affect the proposed license amendment, as the proposed <br /> amendment relates to an existing transmission line and there will be no operational <br /> changes to the Jackson Project, or physical or operational changes to the transmission line <br /> as a result of the requested license amendment. <br /> II. BACKGROUND <br /> The Jackson Project powerhouse contains two 47.5 MW Pelton turbines and two <br /> 8.4 MW Francis turbines.
